OBJECTIVES OF THE PROGRAMME
The objective of the WHO Nepal Country Office is to implement the Country Cooperation Strategy by supporting the Government of Nepal in the formulation, implementation and evaluation of national health policies, strategies, and plans, and developing and managing WHO’s technical cooperation programmes at the country level. WHO provides guidance and technical support in organizing the humanitarian health response and in revitalizing the capacity of the health sector to rebuild and recover from emergencies in appropriate and sustainable ways. The Country Office develops collaboration with the Government of Nepal and relevant stakeholders in support of their efforts of achieving national health goals; of ensuring the attainment of universal health coverage and of contributing to global and regional public health action by providing need-based technical assistance in national level policy formulation, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national level policy and technical forums.
Within this framework, WHO Immunization Preventable Diseases Programme (WHO-IPD) unit provides technical support to the National Immunization Program (NIP) of Nepal at national and sub-national levels; strengthening the federal health system by focusing on primary health care and institutional capacity-building to achieve universal health coverage through technical support to the NIP in areas of immunization and VPD surveillance.
Summary of Assigned Duties
Under the overall guidance of WHO Representative to Nepal and direct supervision of the Medical Officer-EPI, the incumbent will closely engage and work with WHO-IPD cluster leads and provide support for the data related activities to the WHO Immunization Preventable Diseases Programme (WHO-IPD) unit and assist in data management by performing the following duties:
Support development of new data collection/management systems and maintenance of existing data systems for maintaining information related to immunization and surveillance
- Design databases and products for immunization and surveillance related data including consistency checks and data quality checks.
- Support immunization and surveillance related data management such as data related to independent monitoring of immunization, routine and/or supplementary immunization related data, vaccination campaign data, outbreak response immunization data, and VPD surveillance data.
- Provide support to the national, sub-national, and laboratory staff in data management activities for VPDs.
- Support capacity building for immunization and VPD surveillance data management in the WHO-IPD field offices.
- Conduct national and sub-national levels data analysis for immunization and VPD surveillance on a regular basis.
- Support management and documentation of the national database for the surveillance of Vaccine Preventable Diseases (VPDs), and provide support for immunization related databases
- Conduct timely data analysis, review, data entry and facilitate submission of the required National Immunization Program data in WHO/UNICEF electronic Joint Reporting Form (eJRF) providing support for ensuring quality.
- Conduct and support timely electronic transmission of country level immunization and surveillance data to the Data Unit of IVD, SEARO for regional compilation and analysis.
- Verify VPD surveillance data received from WHO-IPD field offices and monitor the quality and completeness in coordination with Surveillance Cluster and concerned Surveillance and Immunization Medical Officers (SIMOs).
- Provide support and facilitate training to the WHO-IPD field offices in managing immunization and surveillance data, proper recording and reporting of data and producing maps, graphs, and tables with analysis and use of data, ensuring quality.
- Support coordination with Family Welfare Division, Health Management Information System (iHMIS) and Logistics Management Section of Management Division, National Public Health Laboratory and other required division/centres of Department of Health Service to obtain and provide support for immunization and VPD surveillance data, laboratories results, and other information required for WHO-IPD and National Immunization Program.
- Generate monthly/periodic immunization and VPD surveillance data and indicators reports, newsletters, and/or bulletins with maps, tables and graphs, for data dissemination and advocacy. Support use of data for evidence.
- Produce other data summaries, reports, bulletins, publications, and designs as per program need for immunization and surveillance to support the National Immunization Program.
- Provide support to use new data technologies and platforms. Use Arc View GIS to produce immunization and VPD surveillance related maps. Support use of GPS in immunization independent monitoring (rapid convenience monitoring) to identify zero-dose and under immunized children and conduct geospatial analysis.
- Support in digitalization of Immunization micro plan.
- Coordinate with WHO-IPD field offices and relevant laboratories (NPHL and Thailand) for specimen shipment to the laboratories with proper cold chain maintenance and necessary documentations.
- Support other data related activities such as for new vaccines Post introduction evaluation (PIE) studies, sentinel surveillance studies.
- Perform any other duties as per program needs as assigned by Team lead and cluster leads.
REQUIRED QUALIFICATIONS
Education
- Essential: Completion of secondary school education
- Desirable: Completion of bachelor’s level education supplemented by data related trainings.
Experience
- Essential: At least eight (8) years’ experience in disease surveillance and immunization data management support
- Desirable: – Experience in immunization and/or VPD surveillance data related support- Relevant working experience with WHO or other UN agencies would be an asset.
Use of Language Skills
- Essential: Expert knowledge of English and Nepali.
