  1. Background

The ILO with the financial support of the Foreign Commonwealth and Development Office of the United Kingdom, is implementing the “Better Regional Migration Management” (BRMM) programme in seven countries[1] in the East and Horn of Africa. The aim of the programme is to strengthen the capacities of countries in East and Horn of Africa to govern labour migration by using evidence-based policies, enhancing migrant workers’ qualifications and skills, and actively engaging the social partners for improved development outcomes.

Outcome 1 of the BRMM programme aims at supporting labour migration policies and programmes that support productive migration in East and Horn of Africa to be evidence based and gender sensitive. The ILO promotes use of standard tools and methodologies for the production of statistics on labour migration.

Following the endorsement of the Guidelines concerning statistics on international labour migration by the 20th International Conference of Labour Statisticians (ICLS) in 2018, the ILO has launched a global programme of work to support countries with strengthening their official statistics on international labour migration (ILM). This includes work to pilot new tools and methods, documentation of country case studies to identify good practices, and preparation of practical guidance and tools. To this effect, the BRMM programme has developed three practical guides for use by countries in the production of labour migration statistics. These are:

  1. Overview Guide on Labour Migration Statistics
  2. Practical Guide on Assessment of Administrative Data Sources
  3. Guide on analysis of Labour Migration data from censuses

Currently, the documents are developed in English and require to be translated into French to ensure that all BRMM covered countries have access to the material. Hence, the ILO is seeking the service of a qualified translator to translate the ‘Practical guides’ from English to French.

  1. Objective and scope of the assignment

The objective of this assignment is to translate the newly developed ILO Practical Guides from English into French. The Practical Guides are as listed in Table 1.

NB: All the three guides are written in English, and documents are available in word format.

  1. Key activities

Under the overall guidance of the ILO BRMM Chief Technical Advisor and technical supervision of the Senior Labour Migration Statistician in the ILO Department of Statistics (Geneva), the consultant will translate the three (3) ILO ‘Practical Guides’, as outlined in Section 2 above, from English to French, while maintaining the accuracy, clarity and naturalness of the guide. More specifically, the consultant will be responsible for:

  • Producing an accurate translation of all the three (3) ‘Practical Guides’ from English to French. Content accuracy includes detailed comparison of content, facts and figures and making sure there are no omissions.
  • Performing terminology research to ensure the accuracy and appropriateness of translation.
  • Proofreading the French version of the documents to ensure the use of correct vocabulary, expression, grammar and terminology
  • Ensuring a high quality of work with translations reflecting an accurate portrayal of the meaning found in the source document.
  1. Expected Outputs

The expected output from this consultancy will be three ‘Practical Guides’ as listed in Section 2 above, translated into the French language and arranged in the same format as the original document.

  1. Qualifications and competencies

The successful Consultant shall have the following qualifications and competencies:

  1. University degree in either English or French language
  2. Possession of an excellent emotional and technical understanding of the French and English languages
  3. Good knowledge and experience with statistical operations and terminology
  4. Experience in translating ILO and other UN agencies publication from English into French.
  5. Experience working with and/or interacting with government agencies, in particular the national statistical offices and government ministries.

All data and information received from ILO for this assignment are to be treated confidentially and are only to be used in connection with the execution of these Terms of Reference (ToR). All intellectual property rights arising from the execution of these ToR are assigned to the ILO. The contents of written materials obtained and used in this assignment may not be disclosed to any third parties without the expressed advance written authorization of the ILO.

  1. Time frame

The work will be carried out between 16 September – 18 October 2024.

The initial translations should be completed no later than 11 October 2024, with feedback integrated within 2 days of receiving feedback from the ILO.

  1. Payment

The payment will be made in a single instalment upon submission of a final translated and proofread copies of the ‘Practical Guides’ ready for publishing and to the satisfaction of ILO.
