Duties

SUMMARY: The primary purpose of this position is to utilize specialized ESL/EFL expertise and organizational knowledge to execute routine and non-routine Instruction Branch program management operations, and to ensure effective instructor workforce management and student program management of U.S. Military and International and civilian students training.

DUTIES:

  1. Plans, organizes and manages international and US student class schedules.
  2. Serves as the flight POC and subject matter expert on instructional area operating procedures, including ECL, ALCPT, Book Quiz, OPI and PE testing.
  3. Coordinates Instruction Branch special training programs, to include US Army (Echo Co.) Element, Puerto Rico US Army ROTC Program, USAF ROTC Program and PME Prep Program, and others as assigned.
  4. Exercises supervisory personnel management responsibilities.
  5. Conducts ESL/EFL/ESP instruction and/or ESL/EFL instructor training for international and US students and/or instructor-students both at the resident campus and while deployed on nonresident Mobile Training Team (MTT) assignment.

  • Incumbent must meet, as a minimum, one of the following:
  • a. Master’s degree in one of the following disciplines: Teaching English to Speakers of Other Languages (TESOL) / Teaching English as a Second Language (TESL) / Teaching English as a Foreign Language (TEFL) (con’t)
  • (con’t) English as a Second Language (ESL) / English as a Foreign Language (EFL); Applied Linguistics (or Linguistics); OR
  • (con’t) b. Undergraduate degree in ESL/EFL; English; foreign languages; AND one year of professional level experience teaching ESL/EFL to adults; (con’t)
  • (con’t) OR c. any undergraduate degree AND 24 semester (or equivalent) hours of undergraduate courses equivalent to a major in one of the above stated disciplines (TESOL, TESL, TEFL, ESL, EFL, linguistics) (con’t)
  • (con’t) AND one year of professional level experience teaching ESL/EFL to adults.
  • Incumbent must be a native speaker or equivalent and be free of speech impediment.
  • Incumbent must sign a mobility agreement under the provisions of the agency mobility program. Incumbent must be willing and able to travel by military and commercial air in CONUS and OCONUS.
  • Incumbent must obtain and maintain a secret clearance as a condition of continued employment in this position.
  • Due to mobility agreement required for employment, a physical examination is required and must be maintained, for deployment, to include items mentioned on SF-78.
  • Incumbent must have minimum one year experience serving in the GS-1701 General Education and Training Series, at the GS-11 pay grade or higher.
  • Must be able to obtain and maintain the appropriate security clearance

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. NOTE: You must submit a copy of your transcripts with your application.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: –Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You must submit a copy of your transcripts with your application.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes 1) Applying knowledge of Department of Defense (DoD), Air Force civilian management guidelines, as well as organizational regulations, principles, concepts, and methodologies to support unit instructional program management mission. 2) Providing comprehensive knowledge of the structure and instructional mission of DLIELC’s organization sufficient to assess ramifications of applied policies, and to solve a variety of management support problems. 3) Using knowledge of the principles, practices and techniques of ESL/EFL/ESP instruction. 4) Administering knowledge of the English language and American culture. 5) Communicate effectively orally and in writing. 6) Analyzing, evaluating, and accomplishing special program management. 7) Working harmoniously with students, organizational personnel and external serviced agencies.

OR

EDUCATION: Applicants have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level education leading to such a degree in a field that demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts with your application.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of Department of Defense (DoD), Air Force civilian management guidelines, as well as organizational regulations, principles, concepts, and methodologies to support unit instructional program management mission.
  2. Comprehensive knowledge of the structure and instructional mission of DLIELC’s organization sufficient to assess ramifications of applied policies, and to solve a variety of management support problems.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
