Through stakeholder engagement and dialogue facilitation, Geneva Call aims to foster adherence to international humanitarian norms and principles, thereby promoting the safety and well-being of vulnerable populations. With its main office located in Kabul, Geneva Call operates in several provinces, including Kandahar, Kunduz, Balkh, Nangarhar, Kunar, and Bamyan

Main Objective

Under the supervision of the Country Director, the purpose of this role is to ensure that Geneva Call and local personnel are working within an environment consistent with accepted safety and security standards. The Safety & Security Coordinator is responsible for application of safety & security management policies and procedures both in country office and field offices. He/she is responsible for facilitating safe programming and access at the central and provincial level. This encompasses the development of security plans and of mainstreaming the individual and collective sense of security and safety awareness and responsibility. It also consists of advising the Country Director on security challenges, developing risk assessments, and proposing risk reduction measures in addition to developing, maintaining, updating and
implementing, when necessary, security protocols and operating procedures according to the changing situation.

Main Responsibilities

Safety and Security Culture (Policy and Practice)

  • Provide technical support to Geneva Call on all policies, procedures, guidelines, and planning (with periodic review and update) for staff safety, operational security, and program continuity.
  • Work with the Country Director & SMT to develop, consolidate, and implement operating procedures and contingency plans.
  • Brief staff and visitors on the safety and security situation, rules, regulations, and emergency response plans upon joining or visiting the provincial offices.
  • Work with the SMT on promoting a culture and institutionalization global best practices pertaining to S&S
  • Capacitate the country team and promote the respect and adherence to S&S policies, procedures and guidelines.

Safety & Security (S&S) Management

  • Support GC country offices with the identification of threats & analysis of risk levels to help teams identify informed and nuanced Risk Vs. Benefit levels.
  • Regularly assess equipment and protocols to ensure minimal conditions for security are being met.
  • Report and follow up on all Safety, Security, and Access-related incidents, ensuring they are timely and properly reported.
  • Respond to emergencies and incidents within designated areas promptly and according to policy.
  • Patrol and inspect GC compounds and assets to protect against fire, theft, terrorism, and illegal activity.
  • Compile and submit monthly security reports tracking incidents and trends within GC’s area of operation.
  • Develop monthly contextual analysis/updates (daily Security Report) as needed to the Country Director.
  • Communicate with the line manager without delay any urgent/security information, theft, fire, other accidents, and emergencies.
  • Ensure CCTV cameras are maintained and monitored by security guards.
  • Investigate loss/damages, car accidents, and any other related issues when requested.
  • Ensure vehicles are checked weekly for safety and security equipment, including seatbelts, vehicle tools, first aid kits, fire extinguishers, A/C, and heaters during winter and summer seasons.

Access

  • Liaise and engage with IEA authorities to ensure meaningful access to GC program – when/as required
  • Provide support in cases of staff detention, coordinating with legal and humanitarian actors to ensure their safety and swift release.

External Relations/Coordination with Safety & Security Focal

  • Attending meetings as required to represent GC and support coordination in reducing risk.
  • Maintain awareness of staffs’ daily movements and advise where changes need to be made.
  • Update the team on S&S in weekly staff meeting and in the extended SMT meetings.

People/Staff Management

  • Oversee and manage the security staff, including preparing the monthly duty schedule, leave schedule, and overtime payment sheets for security guards.
  • Orient and train new security guards on GC Security Policies and procedures, and basic security awareness.
  • Ensure emergency contacts are shared with security guards.
  • Orient Security Guards on evacuation plans, drills, and procedures regarding emergencies. 
  • Provide training and development for security staff, ensuring they are well-versed in GC’s security policies and procedures.
  • Oversee the performance appraisal process for security staff, and ensure they have clear goals & objectives for their continuous improvement.

Main qualifications

Education

Bachelor’s degree in law, Social Sciences, Security Management, Business Administration, or any other relevant fields. Certification in Safety and Security Management or a masters degree is a plus

Work experience & Technical Skills

  • At least 7 years safety & security related experience
  • Experience with international organisations is preferred.
  • Experience dealing with bilateral and multilateral donor funding
  • Strong analytical and organizational skills, and ability to work simultaneously emergences and to multitask.
  • Strong understanding for the context, culture differences and the changes.
  • Proven ability to prioritize tasks and meet deadlines.
  • Ability to interact effectively and sensitively with international and national personnel, as well as with project partners, local authorities and any other community stakeholders and key figures and community members.
  • Training or experience in crisis management
  • Training in safety, fire, and evacuation procedures
  • Training in safety and disaster management
  • Experience negotiating Humanitarian Access.
  • Experience in using MS Share point
  • Strong information technology skills (Ms. Excel, Ms. Word)

Languages

  • English, Dari and Pashto.
