The Field Supervisor, under the coordination of the UN-Habitat local technical team in Alagoas, reports to the Country Officer Coordinator for Brazil. He/She shall duly and timely perform his/her obligations, as part of the ‘Active Search’ methodology in the field, under this Terms of Reference. The Field Supervisor will work in close collaboration with the operational and technical teams of UN-Habitat in Alagoas. The Field Supervisor shall be paid with a monthly allowance, upon presentation and approval by the Country Officer Coordinator for Brazil of monthly activities’ report.

Duties and Responsibilities
Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies. Through a partnership with the Government of the State of Alagoas to improve institutional and technical capacities of State and municipal stakeholders on sustainable territorial and urban development, UN- Habitat is now setting up the third phase of the project named “Sustainable and inclusive urban prosperity in the State of Alagoas”. This third phase shall lead to enhance State of Alagoas engagement toward sustainable and inclusive urban prosperity, through a better understanding of the urban setting, and the establishment or improvement of its public policies, plans, and actions. In this current phase (2024-2026), the project will implement, among its expected results, the ‘Active Search’ methodology in vulnerable areas of the capital Maceió, with the aim of supporting the state government in expanding its integrated and intersectoral policies, including reducing urban poverty, better understanding the living conditions of the population and promote a specialized support to integrate them into public registries, the network of basic services and the urban fabric of the city. The pilot phase of the active search will be implemented in the Flexais region, located in the Bebedouro and Chã do Bebedouro neighbourhoods in the municipality of Maceió, covering approximately 800 households. Subsequently, the methodology will be applied in the city’s Lagoon Region. This area includes the neighbourhoods of Vergel do Lago, Bom Parto, Levada, Ponta Grossa, Prado and Trapiche da Barra, with approximately 35,500 households. In order to implementation of the Active Search, UN-Habitat office in Alagoas is looking for a Field Supervisor. Report to UN-Habitat Manager The Field Supervisor reports to the Country Officer Coordinator for Brazil and to the Programme Coordinator in the UN-Habitat office in Maceió (AL), who will evaluate him/her. Outputs/Work Assignment The Field Supervisor will support the implementation of the ‘Active Search’ methodology, in partnership with the Government of Alagoas, together with the Programme Coordination and the local UN-Habitat technical team, with the following responsibilities: Responsibilities The Field Supervisor shall support the implementation of the project, and its activities, with the following responsibilities: a) Lead and manage the activities of the field teams responsible for the survey, in close collaboration with the Programme Coordination and UN-Habitat local technical team in Alagoas. b) Monitor the application of questionnaires at the request of the Programme Coordination. c) Support the organization of events inside the communities. d) Prepare progress reports on research in the territories. e) Apply socioeconomic questionnaires. f) Define the best strategies to completely cover the territory under his/her responsibility. g) Visit and assist the selected families at the request of the Programme Coordination, when possible. h) Disseminate the Programme within the communities. i) Participate in local meetings as requested. j) Be responsible, within its competencies, to ensure that the technical activities are aligned with the quality expectations of the Agency and the counterparts. k) Perform other duties which may be requested by the supervisors. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE is required to be accredited during the first month of employment.   The Consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. 
Qualifications/special skills
Academic qualifications: • Secondary school diploma is required, or additional two (2) years of relevant experience to the post, beyond the requirement. Experience: • Minimum three (3) years of experience in research and field activities, preferably in the intervened/vulnerable communities is required. • Previous experience within the UN System would be considered an added advantage. Skills: • Good handling of technological tools. • Knowledge and experience with data collection applications, such as Kobo, is desirable. • Good computer skills in Windows, such as Microsoft Office and Microsoft Excel, is desirable. Knowledge management • The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. • The person must know the file of the Office, work with it and ensure its proper maintenance, accessibility for all staff and due updating. • The person will prepare databases related to the project running. • The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. • The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. Competencies Professionalism: Experience in working with inter-institutional areas, assisting in project management, monitoring and evaluation; approaches and strategies with regard to good urban governance and local development. Planning and organisation: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organisational skills and ability to manage a workload efficiently and within set deadlines. Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the main streaming of vulnerability; willingness and ability to work in difficult environments.
Languages
• Fluency in Portuguese is required. • Knowledge of any other working language of the United Nations is considered an added advantage.

Travel details Not applicable. Remuneration (SB-2/3): BRL 3.601,63.
