The Organizational Setting

Under the direction of Director of the Capacity Development and Implementation Bureau (CD, the Field Operations Section (FOis responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (Tand Technical Cooperation (Tprojects. It drafts agreements and aids in creating countryspecific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.

Additionally, under the direction of the CDI Director, the Field Personnel Section (FOS/FRrecruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Major duties and Responsibilities
Function 1 (incl. Expected result

Review aeronautical fees and charges and other revenuegenerating sources at the airport and prepare estimates of annual revenue, taking into account airport development plans.

Function 2 (incl. Expected result

Prepare the framework for the proposed autonomous civil aviation authority to allow it to retain generated revenues to defray its expenses and development costs, and to financially manage its existing and new assets and working capital.

Function 3 (incl. Expected result

Recommend an accounting system and financial procedures including methods of preparation of financial statements of revenues and expenditures.

Function 4 (incl. Expected result

Use information from duties 1 to 3 above as inputs into the consolidated report of the study.

Function 5 (incl. Expected result

Perform other related duties, as assigned.

Qualifications and Experience
Education

MBA in Finance, Accounting, Business Administration or equivalent qualifications.

Professional experience

Essential

  • Professional qualifications in Financial Management Field i.e ACCA, CPA.
  • 10 years’ experience, out of 5 should have been served in financial management in a government department, an airline or airport.
  • Familiarity with civil aviation fees and charges and revenue generation at airports from aeronautical and nonaeronautical sources.
  • Experience in revenue management of airports or civil aviation department.
Languages

Essential 

  • A good command of oral and written English.

Desirable 

  • A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanis.
