Mission and objectives
The World Health Organization (WHO) was established on 7 April 1948 as the directing and coordinating authority in global public health within the United Nations system. The objectives of WHO is the attainment by all peoples of the highest possible level of health. Missions of WHO are to promote health, keep the world safe and serve the vulnerable.

Context
In May 2024, during the 75th session of the World Health Assembly, Member States approved WHO Fourteenth General Programme of Work (GPW14). GPW14 takes forward WHO’s pledge to promote, provide and protect health while powering the work of the global health architecture towards achieving the Sustainable Development Goals. It also calls for WHO to enhance its performance towards a more accountable Organization with a stronger focus on measurable impacts at the country level. The GPW14 is underpinned by a solid results framework, which is a structured approach to organize and measure the expected impacts, outcomes, and outputs of health initiatives. In this context, recent WHO independent evaluations highlighted the need for the Organization to (i) enhance its focus on delivering results, (ii) develop sets of indicators to monitor progress at output, outcome level, and impact level, and (iii) strengthen the evaluation function at regional and country office levels.

In Cambodia, WHO is in the process of adopting GPW14 impact framework and to enhance its evaluation function. As part of the process, WHO Cambodia is willing to recruit an International UNV Specialist from January to December 2025 to enhance its capacity to deliver measurable impact on the ground.

Task description
Under the direct supervision of the Programme Management Officer, the UN Volunteer will undertake the following tasks:

1. Contribute to the adoption of the GPW14 result framework in WHO Cambodia;
2. Support the development of intermediate outcomes indicators to measure WHO contribution to GPW14;
3. Support to track WHO progress in the implementation of the Country Cooperation Strategy and the United Nations Sustainable Development Framework;
4. Support the conduction of WHO annual and biannual reviews (mid-term and end of biennium), and annual joint assessments with national counterparts;
5. Facilitate the designing of programmatic evaluations to assess the performance of country office;
6. Develop a repository of relevant national strategies, policies, and plans related to health; documents relevant to Cambodia; and national, regional, and global estimates on burden of disease.

Results/expected outputs:

As an active WHO team member, efficient, timely, responsive, client-friendly and high-quality support rendered to WHO and its beneficiaries in the accomplishment of her/his functions, including:

1. GPW14 result framework in WHO Cambodia is adopted;
2. Intermediate outcomes indicators to measure WHO contribution to GPW14 are developed;
3. Progress in the implementation of the Country Cooperation Strategy and the United Nations Sustainable Development Framework is tracked;
4. WHO annual and biannual reviews are conducted;
5. Programmatic evaluations are designed;
6. Repository is developed.

Required experience
5 years of experience in the national and/or international level in designing and implementing monitoring and evaluation strategies or other relevant programmes; experience with methodologies and tools in the context of international development is an asset, as is experience working in the UN or other international development organization;
• Excellent oral and written skills; excellent drafting, formulation, reporting skills;
• Accuracy and professionalism in document production and editing;
• Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
• Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
• Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
• Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
• Have affinity with or interest in volunteerism as a mechanism for durable development, and the UN System.

Required education level
Master degree or equivalent in relevant area, e.g. Monitoring & Evaluation or area related to Programme Management, International Development or Public Health; a first-level university degree or equivalent in combination with relevant training and/or professional experience may be accepted in lieu of an advanced university degree;
