Duties
This position is being announced concurrently under Merit Promotion/Excepted Services procedures. Please review vacancy announcement number IHS-24-KA-12503936-ESEP/MP for eligibility requirements. NOTE: Applicants must apply separately to each announcement in order to be considered.
- Provide diagnostic services through the use of history, radiographs, clinical examination, diagnostic modes, and other appropriate tests.
- Provide oral surgery services and regularly encountered difficult dental health problems that require complex treatment, including the following:
- Removal of localized foreign bodies from gingival tissues, alveolar sockets, and facial structures.
- Diseases of the salivary glands and their ducts Cleft lip and cleft palate surgery.
- Open and closed reduction of the jaws and facial bones.
- Provide emergency services, including the treatment of trauma (severe laceration of the face or lips), pain, and infection.
- Provide oral surgery services in cases of patient behavior and patient management problems. Obtain consultative services in medicine and other specialty areas of dentistry and surgery for cases that require a multidisciplinary approach.

Background Investigation: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
Education: Applicants must have a Doctor of Dental Medicine (DMD) or Doctor of Dental Surgery (DDS) degree from a school approved by the American Dental Association (external link) (ADA) or the Commission on Dental Accreditation (external link) (CODA) or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.
Licensure: Applicants must have passed the National Board Dental Examinations (external link) (NBDE) which are developed and administered by the Joint Commission on National Dental Examinations (external link) (JCNDE) and possess a current, full, and unrestricted license to practice dentistry in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Applicants who meet the above basic requirements qualify for the GS-11 grade level.
Experience: In addition to meeting the above education and licensure requirements, applicants must have one or more full years of experience, equivalent to at least the next lower grade level, performing professional dentistry work for GS-12 level and above assignments.
Qualifying experience involves the evaluation, prevention, diagnosis, and treatment of diseases, injuries, and disorders of the oral cavity and maxillofacial area. Examples of dentistry experience may include the removal of decay; filling cavities; straightening, extracting, and repairing teeth; treating gum diseases; performing corrective surgery; making measurements/models for dentures to replace missing teeth, administering anesthetics, writing prescriptions; and performing other requirements of the position. Some dentists specialize in an area, such as, but not limited to, the following:
- Orthodontics and Dentofacial Orthopedics
- Oral and Maxillofacial Surgery
- Pediatric Dentistry
- Periodontics
- Prosthodontics
- Endodontics
- Oral and Maxillofacial Pathology
- Oral and Maxillofacial Radiology
- Dental Public Health
For the above specialty areas, experience, education, board certification, and/or training must clearly establish the applicant’s status as a specialist. Agencies should review the applicant’s experience to determine the types and difficulty of the cases dealt with, the level of knowledge and understanding of the specialization regularly required, the extent of diagnostic skills and treatment planning ability involved, and the pertinent graduate study acquired.
Additional Requirements for the GS-13 (or equivalent) Grade Level.
In addition to the above Basic Requirements for the GS-12 (or equivalent) level, applicants must complete a 3-year residency program in dentistry, oral health, craniofacial sciences, or a related medical science; or equivalent experience, equivalent to at least the next lower grade level, and/or training.
GS-13 equivalent experience: Extensive advanced professional knowledge and understanding of dentistry and the specialty of oral and maxillofacial surgery, highly developed diagnostic skills, expert treatment planning ability, and considerable skill in administering treatment. Expert in oral surgery and independently performs highly complex maxilla-facial reconstructions and understanding of the relationships and applications of the sciences underlying dentistry and the specialty of oral and maxillofacial surgery.

- Per IHS policy (SGM 21-04) IHS selectees to positions located in Federally operated hospitals, health centers, and clinics must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption.
