Education: Degree in management, logistics, HR, finance OR any degree preparing for humanitarian sector.

Experience: At least 2 years relevant logistics HR and Finance and management experience in emergency context Previous experience in remote management is an asset

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

About the mission

SOLIDARITES INTERNATIONAL’s mission in Lebanon has two operational bases (Tripoli and Zahle) and a coordination office in Beirut. The expatriate team consists of 2 staffs members, while the national team represents about 70 staff members. The mission’s overall budget iw around 9M Euros in 2024.

  • FSL Activities in the Bekaa and Balbek
  • DRR in boh the north and Bekaa valey
  • OSC strenghtening

Emergency Response: WASH NFI and Shelter kits, food parcels distributions.

General objectives

The Deputy Country Director Support leads the support services of the mission.

She/he manages and coordinates the following support functions: Finance, Human Resources, Logistics.

As DCD Support, s/he ensures the respect by all of the Solidarités International HR, Finance and Logistics processes.

S/he participate to the strategic definition of the mission to support the actual emergency.

  • Coordinate, plan and supervise the coordination support teams’ activities
  • Facilitate the weekly support services meeting with the Financial Coordinator, the HR Coordinator, the Logistic Coordinator.
  • Defines with the CD and DCD-P the mission dimensioning and structuration of the mission along with the operational strategy.
  • Support and supervise the Finance, HR and Log Departments and ensures the continuity of it in the event of a support coordinator gap.
  • Make sure reports are done and sent to headquarters
  • Organize and lead information and coordination meeting

A salaried position:
According to experience, starting from EUR 3080 gross per month (2800 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

  • Restaurants and international food are available

No high security constraints on a normal basis. Possible to walk in Beirut, go out of Beirut for the week-end, etc. However, with the recent escalation, security constraints are evolving and are now limiting personal movements out of Beirut and may further limit them in case the situation escalates.
