Position description

The primary goal of the Ukraine Mental Health Initiative for National Development (U-MIND) activity is to contribute to Ukraine’s economic resilience by establishing an evidence-informed, inclusive mental health ecosystem. This mental health framework will be fully integrated across various sectors and programs. By promoting mental wellness, U-MIND seeks to enhance productivity, resilience, and social cohesion, thus fostering sustainable economic development and growth in Ukraine. Implementation should focus on efficacy, accessibility, scalability, adaptiveness, accountability, and cultural fit, in order to effectively respond to the evolving mental health landscape.

The COP will have overall responsibility for management of the activity. This will include management of staff and implementing partners; direction of program technical strategy in collaboration with EDC home office counterparts and country-based technical program leads; oversight of workplans, budgets, and M&E functions; fostering productive high-level relationships with USAID, the Government of Ukraine, and various local and international counterparts; and representing EDC and the activity within national forums and working groups. The COP will work to advance the overall project vision in line with USAID and the Government of Ukraine’s approach to strengthening the country’s mental health and psychosocial support system. The COP will be central to the project’s efforts to support system reforms in line with evidence-based and best practice MHPSS approaches, and building support of diverse stakeholders toward a shared vision, collaboration, and concrete action steps across sectors and between government, civil society, veterans, youth, communities, and the private sector.

Qualifications

Education:

Minimum of a master’s degree in public health, psychology, social work, or similar degree.

Skills and Experience:

  • 10 years of experience in health programs and/or programs with health components
  • Experience managing USAID or other donor-funded projects in health systems strengthening strongly preferred
  • Experience managing mental health and psychosocial support programming/activities and services
  • Successful experience working on national-level health/development policy and governance activities
  • Successful experience strengthening quality of health services and supporting scale-up
  • Demonstrable experience working successfully in high-level coordination and partnership-building roles
  • Experience working in Ukraine strongly encouraged
  • Experience working in crisis and conflict settings required, including familiarity with security management
  • Experience with humanitarian/emergency programming an asset
  • Experience with military/veteran issues an asset

Language:

Professionally proficient in written and spoken English. Proficiency in Ukrainian encouraged.
