1.Background

Towards this, we recently launched our One Oxfam Safeguarding Strategy and are currently reviewing our other Safeguarding Framework documents – the Safeguarding Core Standards, policies and procedures.

The Oxfam International Safeguarding Unit leads the strategic alignment of the safeguarding work in collaboration with affiliate safeguarding leads and focal points, among other functions in the Confederation.

2. Purpose
To contribute to the successful development and implementation of the One Oxfam Safeguarding documents and training material, we propose to engage an external consultant. This consultant will bring specialized skills and a fresh perspective to our materials, ensuring that our safeguarding resources are not only of high-quality and branded but user-friendly, accessible, recognisable, culturally sensitive and future proof. The consultant will use the review of our core standards as a starting point, Their involvement will help the confederation to effectively communicate our safeguarding agenda. By leveraging the consultant’s expertise, we aim to enhance the overall effectiveness and sustainability of our documents and training material.

3.Objectives
Using a projectized approach, and in consultation with the Safeguarding Core Standards Working Group and others,
a. Design and deliver an innovative, high-quality, and user-friendly One Oxfam Safeguarding databank and templates that are future proof, allowing for easy updates and modifications.
b. Design the One Oxfam safeguarding strategy and standards as a starting point for these to be architecturally friendly, accessible, and interactive. Create visual flow charts to make the standards easy to understand, follow, and user-friendly.

4. Approach and Methodology
In your role as a consultant, you will be responsible for developing the assignment’s approach and methodology, initially guided by this Terms of Reference. The final methodology will be collaboratively refined and agreed upon with the OI Safeguarding Team/ Safeguarding Core

Standards Working Group before implementation. This ensures alignment with our organizational objectives and standards

5.Deliverables
The deliverables of this assignment include:
a. Finalized design of the One Oxfam Safeguarding Core Standards and strategy with supporting communications and/or implementation materials;
b. One Oxfam Safeguarding communications and branding templates (e.g. logos, graphic design, email banners, icons, and Office 365 apps templates)
These products will be used by technical experts in the field of safeguarding to drive the ongoing development, systemization, and harmonization of the safeguarding work in the Oxfam Confederation.

6.Consultant Profile
The consultant should have:
a. Degree in Art, Graphic Design, Comms, Marketing or related field (or equivalent experience, or working toward obtaining).
b. Strong proficiency in Office 365, Adobe Creative Suite (Photoshop and Illustrator) or similar applications.
c. Experience in creating a variety of marketing or graphic design materials such as flyers, newsletters, social media posts, logos, and templates, working within organisational colour palettes, language and messaging while displaying creativity and innovation.
d. Ability to critically review existing materials and identify areas for improvement
e. Excellent verbal, written and visual communication skills to liaise and collaborate with stakeholders and convey complex information clearly.
f. Experience working within diverse cultural contexts and complex organizational structures and producing gender sensitive materials.
g. Experience working for/with INGO’s and/or the Safeguarding sector is preferred but not essential.
h. Attention to detail, strong time management skills and the ability to meet deadlines.
i. Creative and innovative spirit with an ability to work in various time zones.
j. Women and marginalized populations, or candidates from Global South are encouraged to apply.

7.Timeline
The assignment is to be completed within 4 to 6 weeks from the commencement of the contract, tentatively from XXXX

8. Budget
Proposals should include a detailed total and final budget covering all aspects of the assignment including consultancy fees, and incidental expenses. This assignment is to be conducted entirely through virtual platforms. Payments will be 30% on delivery of the first draft deliverables and 70% on approval of the final deliverables.

9.Coordination and Support

The Safeguarding Core Standards Working Group will be the main contact for this assignment, to ensure smooth coordination and support including providing access to key documents, key contacts, and necessary resources for successful completion. Regular progress review meetings for discussing findings and addressing challenges, ensuring alignment with the assessment’s objectives will be conducted.

10.Confidentiality and Ethical Considerations
The consultant must adhere to the OI Code of Conduct, strict confidentiality, and ethical standards, ensuring sensitive information is handled appropriately in accordance with the General Data Protection Regulations.
The intellectual property rights, including copyright and utilization rights, of the assessment report produced under this assignment will be exclusively owned by OI. The report is intended for internal use only and shall not be published, disseminated, or used externally by the consultant without the express written consent of OI.

11. Application Process
Interested consultants should submit a proposal, not more than 5 pages long including:
a. An outline of the approach and methodology for the assignment taking into consideration to above outlined consultant’s profile.
b. A detailed work plan with timelines for completion of the work within the indicated timeline
c. Budget breakdown.
d. Evidence of previously designed materials.
e. References.

12. Evaluation of Proposals
Proposals will be evaluated based on the consultant’s experience, proposed methodology, feasibility of the work plan, and cost-effectiveness by the OI Safeguarding Team.
