Org. Setting and Reporting

  • This position is located within the Acquisition Management Section of the Supply Chain Management Services in the United Nations Support Office in Somalia (UNSOS) with duty station in Nairobi, Kenya.

Responsibilities

Under the supervision of the Acquisition Management Section Unit Chief, the Finance and Budget Assistant may be responsible for the following duties:

  • Prepares requisitions and inbound deliveries of diverse services and commodities in a timely manner in accordance with established policies.
  • Assists in monitoring resources, including review of inventories, requisitions, and acquisition plans, ensuring compliance with regulations and rules and established policies and procedures.
  • Assists in preparation of various reports, analyzing variances between approved budgets, demand plan and actual expenditures.
  • Interacts with internal stakeholders, such as the technical units within Service Delivery and Supply Chain Services Sections, to obtain technical specifications, e.g. Statements of Work (SOWs), Terms of Reference (TOR), for various services and commodities not available from existing stock or systems contracts, ensuring completeness of the requirement and technical evaluation criteria.
  • Liaises with Procurement Section regarding the procurement process for raised requisitions and maintains relevant internal databases and overviews in order to keep track of outstanding requisitions and keeps the various stakeholders informed of their status.
  • Assists with the review of current budget period commitments to ensure their validity to carry forward cancel outstanding commitments not valid.
  • Assists in performing analysis, preparation and delivery of strategic support and business intelligence to operational counterparts on financial resourcing and stewardship, and organizational performance of the mission, in line with mission priorities and as directed by the supervisor.
  • Ensures that daily activities are in compliance with the DPO/DOS Environmental and Waste Management policies and in line with the DOS Environmental Strategy objectives. 9. Performs other duties and ad-hoc tasks as assigned concern fund and grant management.

Education

  • High school diploma or equivalent is required.

Job – Specific Qualification

  • Technical or vocational certificate in requisitioning, accounting, finance, budget or related fields is required.

Work Experience

  • A minimum of five (5) years of progressively responsible work experience in accounting, budgeting and financial management or a related area is required either in an international organization or private sector.
  • The minimum years of relevant experience is reduced to three (3) years for candidates who possess a first-level university degree. Expertise in working with spreadsheets and in modules of SAP (Umoja) or any similar Enterprise Resources Planning platform (ERP) is desirable.
  • Experience in monitoring financial transactions, and identifying and analyzing trends in line with IPSAS is desirable. Experience in working with acquisition and requisition functions for the last 5 years is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both written and oral) is required.
