Summary:

Save the Children is seeking a Finance and Administration Lead to oversee the financial management, compliance, and administrative operations of the upcoming 5-year, $25-$50 million USAID-funded Mozambique Renda Verde Activity. This Activity aims to boost communities in leveraging the benefits of living in nature across key biodiversity conservation areas and benefit local people through sharing of nature-based revenue. In addition to ongoing enforcement to dissuade and punish destruction of natural resources and habitats, this Activity will focus on the tangible incentives of living with nature, seeking to catalyze the market and community benefits of human coexistence with wildlife in harmony across conservation areas, buffer zones and key biodiversity corridors.

The Finance and Administration Lead will be responsible for overseeing all financial and operational aspects of the project, ensuring that it meets USAID and local regulatory requirements. The role will involve close collaboration with the project’s Deputy Chief of Party (DCOP) and senior management to ensure financial integrity, accountability, and operational excellence.

This is a Key Personnel position, subject to USAID approval. It is also subject to project award and funding. The program is anticipated to start in mid to late 2025.

What You’ll Be Doing (Essential Duties):

  • Support the DCOP in managing the day-to-day financial operations, ensuring that all financial practices adhere to USAID, Save the Children, and local Mozambican regulations.
  • Oversee all accounting and finance functions, including invoicing and payments, ensuring compliance with organizational standards and donor regulations.
  • Oversee monthly financial reporting and reconciliation of account balances.
  • Liase with the DCOP on the financial management structure that facilitates budget control, monitoring and reporting for different stakeholders.
  • Prepare monthly financial management reports, consolidated annual fiscal reports, cumulative life of project report, and any other required donor submissions.
  • Ensure donor and statutory compliance of the award. Including follow up on any tax exemptions and obligations.
  • Liaise with country office HR and Finance leaders on recruitment, performance management, capacity strengthening, budgeting and/or compliance.
  • Monitor the project budget closely, advising senior management on any variances or financial risks, and suggesting adjustments to align with project objectives
  • Manage all field-level procurements, ensuring appropriate approvals and documentation are in place. Maintain transparency and compliance with procurement policies.
  • Support the recruitment and onboarding of finance and administrative staff, ensuring alignment with program needs and compliance with local labor laws.
  • Manage and supervise the finance and administrative teams, providing guidance, mentorship, and professional development to ensure high performance.
  • Provide training and support to subgrantees and partners on financial reporting and compliance to build local capacity in financial management.

Qualifications:

  • University degree in finance, accounting, business administration or other relevant field. Graduate degree preferred.
  • 8-10 years of experience in financial management for large, complex international development projects, preferably USAID-funded programs.
  • Strong experience in financial reporting, budget management, compliance, and auditing, with a demonstrated ability to manage finances for multi-million-dollar projects.
  • Experience managing administrative functions such as procurement, HR, and office operations.
  • Strong financial management, compliance, budgeting and project operations/ administrative oversight abilities.
  • Experience with partner capacity strengthening and training staff to develop financial skills.
  • Proficiency in financial management software and advanced MS Excel skills are required.
  • Experience recruiting, developing, and managing staff and teams.
  • Fluency in English required.
  • Portuguese or Spanish a strong advantage. Must be willing to learn Portuguese.
  • Strong oral and written communication skills; excellent demonstrated inter-cultural, interpersonal, and negotiation skills.
