Job
Overview/Summary:

The PROL Community
Mobilizer will be responsible for visiting communities, collective centers,
transit centers and other hubs, collecting data and information from displaced
persons and other war affected communities in Ukraine, providing responsive
information and referring people with acute needs to further services. The
Community Mobilizer will be based in Kharkiv and with frequent trips to
surrounding localities in Kharkiv oblast.
The responsibilities of the Community Mobilizer
Protection and Rule of Law Program fall within the following objectives:
Collect data and information through the Protection Monitoring tools: individual interviews, key informants interviews, Focus Group Discussions, direct observation;
Constantly update the service mapping in Kharkiv oblast;
Refer people in need of additional services to the relevant service providers in accordance with safe referrals procedures and principles. Ensure follow-up of referred cases and the update of the referral tracker;
Provide responsive information services to populations affected by the conflict in Ukraine, and collect data on information needs by filling the two-way communication tool;
Identify collective centers, transit centers, volunteer hubs and other locations that are hosting displaced people and war affected population, as well as relevant stakeholders and authorities, and regularly update the internal online list of centers;
Visit collective and transit centers, community centers, volunteer hubs and shelters, and identify protection issues at community level in connection and most pressing needs;
Raise PRs for material assistance to support collective and transit centers, community centers, volunteers and shelters, with the approval of the PRoL manager;
Conduct awareness raising sessions and sensitize the populations on their rights and access to services, in collaboration with the Sr legal officer and Sr protection monitoring and information officer;
Identify themes requiring the organization of awareness raising activities;
Conduct surveys and assessments in the communities and provide feedback and suggestions for the development of the protection program, including the Child Protection, Women Protection, Health and Economic Recovery and Development (Cash);
Assists the Sr officers and manager in identifying, training and supporting volunteers, (Community Focal Points);
Conduct other protection needs assessment as necessary;
Provide weekly reports on the progress of outreach activities.


Qualifications

Requirements:
Language: Fluent in Ukrainian and Russian, good knowledge of English
Previous experience in data collection, interviews, provision of information
Experience facilitating group activities, trainings and workshops and mentoring others
Excellent communication skills – can demonstrate empathy
Demonstrated understanding of and ability to maintain confidentiality and respect for clients/beneficiaries
Positive and professional attitude, including ability to lead and work well in a team setting
High degree of flexibility and strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to details.
