USAID DRC Multi-Sectoral Nutrition Activity

We are currently seeking qualified candidates for the position of Monitoring & Evaluation Director for an anticipated five-year USAID Democratic Republic of the Congo Multi-Sectoral Nutrition Activity. The activity will aim to improve nutrition outcomes for women of reproductive age and children under five in rural and hard-to-reach communities in select provinces by achieving the following results: 1) improved availability, access, and utilization of essential nutrition services at individual, household, and community levels; 2) improved availability of diverse, safe, and nutritious foods; and 3) enhancement of the enabling environment for nutrition programs and interventions.

The position will be based in Kinshasa, DRC. Recruitment is contingent upon successful award of the project to FHI 360 and final USAID approval of the candidate.

Job Summary:

The main functions shall be to provide technical leadership to capture program intervention results, ensure high-quality, timely, valid and verifiable data collection and analysis, and develop and implement a learning agenda to inform policy makers and other stakeholders of the lessons learned. This individual shall be responsible for the overall knowledge management aspect of the project.

Key Responsibilities:

  • Serve as part of the project Senior Management Team, under leadership of the Chief of Party, to help guide project vision, direction, and performance
  • Oversee the project AMELP, ensure tracking and collection of high-quality project-related data for the plan and provide recommendations for adaptation, if needed
  • Supervise MEL staff and ensure quality of work.
  • Lead development and dissemination of evidence-based tools, materials, reports, papers, and interventions within the project.
  • Oversee and directly contribute to the development and implementation of M&E tools and systems to improve ability to collect, interpret and aggregate data that demonstrate impact and program accountability and progress.
  • Develop and support the design and implementation of end of project evaluations, surveys and other components of the program M&E system.
  • Develop high quality quantitative and qualitative methods and participatory methodologies to monitor program quality for performance and results.
  • Develop and maintain activity Collaborating, Learning, and Adapting plan.
  • Provide training to staff, primary stakeholders, and implementing partners on M&E components in project design; such as monitoring plan, assessments, reviews, surveys and evaluations.
  • Design program learning plan and organize trainings in M&E and program learning goals, objectives, and findings to consortium partners and stakeholders.
  • Contribute to the development of technical briefs, tool kits, user manuals, documentation of lessons learned, and development of technical reference materials
  • Identify best practices for documentation as success stories, technical reports, or peer review publications and reviews surveillance, research and evaluation publications prior to release to stakeholders.
  • Provide ongoing oversight and technical assistance to national partners in designing and implementing evaluation activities for capacity building.
  • Provide quality and timely submission of all required project reports.
  • Continually maintains a dialogue and M&E technical exchange with field counterparts and technical staff of implementing partners.
  • Review M&E plans and PMPs for quality and adherence to donor requirements.
  • Collect lessons learned from programs and collaborate with senior management to assure M&E components are of high quality and improve processes and practices in data analysis.
  • Perform other relevant duties as assigned by the Chief of Party.

Minimum Qualifications:

  • Master’s degree or international equivalent in Public Health, Statistics, Nutrition, Social Sciences or related field.
  • Knowledge of statistical methods required.
  • Project Management (PM) certification preferred.
  • Minimum of 10 years of related work experience in managing and implementing M&E systems for donor-funded projects, preferably within multisector programs.
  • Minimum 3 years of leadership experience.
  • Solid understanding of USAID regulations and M&E and learning reporting requirements
  • Ability to translate technical information into practical guidance and tools and effectively communicate these using print, electronic, and presentation media
  • Experience training implementers and policymakers; ability to work in a team consisting of people with different technical backgrounds and with varying levels of technical training.
  • Strong interpersonal, communication, problem-solving, and team-work skills; ability to exchange information, present recommendations, and collaborate with colleagues and peers within the organization and externally.
  • Must be able to read, write and speak fluent English and French.
