Qualifications
1. Purpose of consultancy
The consultant will support the Whole of Syria Health Cluster to provide technical lifesaving support to via enhancement of the quality of information products for prioritization, coordination, monitoring, and evaluation of the revised humanitarian response plan.
2. Background
The WoS Health Sector Coordinator and hub level IMOs, OCHA ROMENA, are working in collaboration to ensure the delivery of all IM products in a timely fashion and at high-quality, in addition to the Humanitarian Programme Cycle (HPC) related products and activities according to the HPC 2025 timeline.

End date: 30/11/2025
3. Deliverables
Output 1: Contribution to the delivery of information management products for WoS Health Sector.
Deliverable 1.1: Support the WoS Health Sector coordination team through the Humanitarian Programme Cycle (HPC) including reviewing the health questionnaire in the Multi-Sectoral Need Assessment (MSNA) and other needs assessments tools as needed. Populate the health sector severity/PIN analysis sheet based on the health sector data sources, coordinate with hubs of IMOs to revise and update the WoS health sector indicators and targets for the Humanitarian response Plan (HRP) log-frame and ensure response monitoring.
Deliverable 1.2 Support the WoS Health Sector drafting and finalizing the HNO and HRP health sector chapters.
Deliverable1.3: Develop reliable data management processes including standardization of data format, sustainable structure of data collection, validation, analysis, and dissemination of results.
Output 2: Tracking and monitoring of the standard sectoral achievements according to the log frame against the set targets.
Deliverable 1.2: Collect, consolidate, clear, and update WoS Health Sector IM datasets and products (4Ws (11), HeRAMS (3), EWAR (11), SSA (3), and cholera KPIs) and produce regular infographics, response coverage maps, and reports according to the agreed templates and timelines.
Deliverable 2.2: Conduct regular reporting on key indicators to WHO regional and global on a timely manner.
Deliverable 2.3: Monitor attacks on health care (SSA initiative) in the Syria context.
Output 3: Facilitate and ensure effective communication with the WoS information Management officers/ teams in the response areas and other WoS sectors IMOs.
Deliverable 3.1: Coordinate and organize meetings with other WoS sectors IMOs on the inter-sectoral IM related issues and response monitoring,
Deliverable 3.2: Coordinate and submit regular updates on the WoS health sector operational presence indicators, achievement and other analysis/ data on timely manner, and to share the required updates from WoS health sector to the Global health Cluster dashboards.
Deliverable 3.3: Facilitate and deliver training on the Health Info system organized for staff and partners, covering topics like data entry, analysis, mapping, and visualization.
Deliverable 3.4: Technically contribute to the design and rollout of Public Health Information Services (PHIS) at WoS
4. Qualifications, experience, skills and languages
Educational Qualifications:
Essential: At least first university degree in information or data management, computer sciences, statistics, public health, or related field. from an accredited/recognized institute.
Desirable: Specialization in health information management systems, working knowledge of data analysis processes, techniques and need assessment tools within the context of cluster approach with demonstrated understanding of the health cluster functions and public health information standards in emergency context such as Syria emergency,
Experience:
* Essential: Up to five years of relevant experience combined at the national and international levels in data and/or information management, including experience in emergency operations or humanitarian contexts.
Desirable: Prior emergency disaster and health outbreak response or humanitarian working experience at the field level, with WHO/UN agencies, health cluster partners, recognized humanitarian organizations, or with an international nongovernmental organization.
Skills/Knowledge:
1) Excellent written and verbal communication and coordination skills
2) Advanced practical knowledge and prior experience of using information management tools and software, such as Excel, ArcGIS, illustrator, Kobo, and PowerBI.
3) Demonstrated knowledge of health information systems with the ability to identify and manage difficult situations.
4) Demonstrated experience in data collection, assessment, analysis, and monitoring in a public health context.
5) Advance ability to design, manage, analyse, and coordinate complex information system projects, computer-based applications and databases, and web-based tools.
6) Data visualization principles, presentation and product design cycle
7) Experience in transferring knowledge to diverse audiences through training, mentoring, and workshop.
8) Confident practical knowledge in data collection, data input oversight, multi-variate data analysis, and dissemination of mapping tools.
9) Knowledge of program management and functioning of WHO and the UN system.
Languages and level required:
* Essential: Excellent knowledge of English and Arabic
5. Location:
On-site, Amman, Jordan
In case of any travel:
Visa requirements: it is the consultant’s responsibility to fulfill visa requirements and ask for visa support letter(s) if needed.
6. Travel (If travel is involved, a medical certificate of fitness for work will be required.)
All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
7. Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.
8. Remuneration and budget (travel costs are excluded):
a. Remuneration: the international pay band B
b. Expected duration of contract : 6 months (Maximum contract duration is 11 months per calendar year):
