Organizational Background
The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.
Organizational Setting
This position is located in Budget and Finance Section, Division of Administration. Budget and Finance Section provides timely and accurate support for effective financial reporting and accounting and management of the financial resources of the Commission with full adherence to the Financial Regulations and Rules, and to provide credible assurances to the States Signatories and the Executive Secretary on the management of PTS financial resources and operations in accordance with recognized international accounting and audit standards.
Reporting Lines
Under the supervision of the Head of Financial Reporting and Payments Services, to:
Duties and Responsibilities
- Receive and record incoming invoices, travel claims and other payment requests. Respond to queries from vendors and from staff members regarding processing of payables and assist in issue resolution;
- Review payment documents to ensure compliance with the Financial Regulations and Rules and administrative directives, and check against purchase orders and other commitment documents to ensure consistency and accuracy;
- As required, assist in payroll processing including calculations related to staff entitlements and preparation of payroll reports needed;
- Participate in reconciliation of payable and receivable accounts and assist in preparation of finance reports;
- Participate in year-end accounts closure activities and provide assistance during the internal audit as well as external audit of financial statements;
- Liaise with the substantive units and treasury to ensure transactions are reflected correctly in the ERP system and payments processed in a timely manner;
- Participate in activities related to system upgrade and enhancements such as user testing;
- Performs other duties as assigned.
Education
- Completed secondary education and financial training.
Work Experience and Qualifications
- At least three (3) years of relevant working experience in the field of finance and accounting preferably part of which should have been in an international environment;
- Experience of using Microsoft Word and Excel;
- Experience of using modem Enterprise Resources Planning (ERP) system, finance and travel applications;
- Thoroughness and excellent analytical skills are essential.
Languages
- Excellent written and oral communication skills in English are essential;
- Knowledge of other official CTBTO languages (Arabic, Chinese, Russian and Spanish) is desirable.
