The Finance and HR Executive Officer provides a wide range of Finance services to Country Based Staff across the Canada Network. The Canada Network comprises of the British High Commission in Ottawa and Consulate Generals in Toronto, Montreal, Calgary, and Vancouver.
The Finance and HR Executive Officer is responsible for the application of rules, procedures, and polices for payroll, budget, forecasting and processing and analysing One HMG Cost Cards.
The Finance and HR Executive Officer supports the Network Finance Manager and administers and facilities finance guidance, advice, and direction to the Canada Network.
The Finance and HR Executive Officer supports the HR Network Manager and administers and facilities HR related guidance, advice, and direction to the Canada Network.
The Finance and HR Executive Officer line manages the Corporate Services Officer, HR and Finance (Grade AO) and Finance Officer (Grade AO).
The Finance and HR Executive Officer demonstrates workplace professionalism, honesty, integrity, effective behaviours, and a positive attitude.
Roles and responsibilities:
- To manage full country-based-staff payroll process including oversight of the bookkeeping that is administered by the Finance Officer (Grade AO).
- To exercise greater judgement and discretion in the application of rules, procedures and policies to payroll, budget forecasting, country-based-staff Defined Contribution Pension Plan monthly consultations, accounts payable and receivable, budget management for payroll, healthcare, and Legal costs.
- To manage APOttawa invoice mailbox from external companies.
- To manage Group Benefits Program for country-based-staff; provide guidance to staff for eligibility of benefits, enrol staff members into Group Benefits Program, liaise with Finance/HR Leads to ensure benefits updated regularly.
- To reconcile payroll and payroll for Partners Across Government (PAG) on the Canada Network Platform. To process and analyse One HMG Cost Cards and provide monthly reports for PAG charges, reconciliation of any charges to PAG codes and work with PAG leads to confirm costings for each financial year.
- To line manage the Corporate Services Finance Officer (Grade AO).
- To support HR Network Manager to administer and facilitate HR related guidance, advice, and direction to both UK based and country-based-staff across the Canada Network.
- To manage periodic payments of Honorary Legal Adviser.
- To provide resilience and coverage to the HR Network Manager and Finance Manager.
- To demonstrate workplace professionalism, honesty, integrity, effective behaviours, and a positive attitude.

Manage $3,000,000 payroll/benefits budget
Defined Contribution Pension Plan administrator for $4,000 pension plan

- 1-2 years college or university diploma in finance/HR.
- Understanding of full payroll cycle to include tax withholdings, working with Canadian government. Understanding of Canadian payroll regulations.
- Working knowledge of Accounts Payable and Accounts Receivable.
- Understanding of DC Pensions.
- Basic understanding of Canadian employment law and HR policies and procedures.
- Working knowledge of health care plans and using third-party software.
Language requirements:

The British High Commission encourages consideration of flexible working practices requested by its staff. The British High Commission expects its personnel to work in the Ottawa office 60% of time to encourage teamwork, innovation and shared sense of purpose.
Appointable candidates who were unsuccessful may be placed on a ‘reserve list’. If during the reserve period of 6-12 months the same or a largely similar role becomes available, that role may be offered to the second or subsequent candidate.
