Background
Jordan has been a member of the International Labour Organization (ILO) since 1956 and has actively engaged in improving labour standards. It has ratified 26 ILO conventions, including 7 Fundamental Conventions, 3 Governance Conventions, and 16 Technical Conventions. These commitments reflect Jordan’s focus on promoting decent work, social dialogue, and labour rights. Key labour market issues in Jordan include high unemployment, especially among youth and women, and challenges related to the employment of Syrian refugees. The ILO supports Jordanian nationals and non-Jordanians including refugees and migrant workers, enhancing social and labour protections, promoting equitable employment conditions and strengthening their equitable participation in the labour markets. The ILO has been a crucial partner in addressing these concerns, working on initiatives aimed at enhancing social protection and creating sustainable jobs.
Objective
The objective of this external collaborator contract is to produce high-quality videography and photography that captures and showcases the impact of ILO’s projects and initiatives across Jordan. The consultant will deliver compelling visual narratives in both video and still images, aligned with ILO’s brand guidelines and communication standards. These visuals will be used to enhance public awareness, support donor reporting, and promote ILO’s work in advancing decent work and social justice in Jordan.
Deliverables
The external collaborator is expected to produce the following high-quality deliverables to the satisfaction of ILO within the specified contract timeframe:
Video Content

48 videos for special events: On special occasions or at project milestones, the external collaborator will produce short highlight videos (2-3 minutes) to capture key moments or events.
All submitted materials including storyboards will need to be presented for approval prior to publication.

48 B-rolls/Rough Cuts: Capture raw footage or basic edits that can be used for various media purposes, each accompanied by a simple script outline. These B-rolls must align with the ILO’s standards and requirements as outlined in Annex I.
Photography

24 Image Sets for Projects: A set of professional-quality photographs capturing the core activities, beneficiaries, and human impact of each project. Each image must be accompanied by a caption that aligns with ILO’s visual standards, telling a concise and impactful story.

6 Image Sets for Special Occasions: Capture supplementary image sets for special events or specific thematic needs throughout the year.
Documentation and Compliance

Signed Consent Forms: Ensure that a signed consent form is obtained for all individuals photographed or filmed. Consent forms should be completed in accordance with ILO’s ethical standards for image use, safeguarding privacy and dignity.

Music Licensing: Provide documented proof of music licensing for any audio used in videos to avoid copyright issues.

Legal Guardian’s Consent: If children below the age of 18 are captured in photographs or videos, their legal guardian’s consent is required and hence must be submitted along with the photographs or videos.
Multilingual Accessibility

Arabic Narration: Each video must include narration in Arabic or English to enhance local accessibility and engagement.

English Subtitles: Add clear, well-synchronized English subtitles to all video content to ensure accessibility for a wider audience, in line with ILO’s disability-inclusive communication guidelines.
Technical Requirements
Video and Image Quality

Resolution: All video content should be delivered in Full HD (1920×1080) or 4K resolution, ensuring a high-quality output suitable for digital platforms and broadcasts. Images should be high-resolution JPEG or PNG files suitable for print and web use.

Format: Videos should be delivered in .MP4 format with H.264 encoding, optimized for online and offline distribution. All images must be provided in JPEG format with a minimum resolution of 300 DPI.

Equipment Standards
The external collaborator should use professional-grade equipment, including DSLR or mirrorless cameras, high-quality microphones, and stabilization tools (e.g., gimbals, tripods) to ensure high production quality.
Editing and Review Process

Initial Drafts and Revisions: Each video and image set will be submitted as a draft for ILO review. Feedback will be provided within 5-10 working days, and the external collaborator is expected to incorporate revisions and resubmit within 3 working days.

Final Submission: Finalized versions of all content will be submitted in both digital format (cloud storage with shareable links) and physical storage (e.g., USB drive) as required.
Data Storage and Access

Cloud Storage: All video and photo files should be stored on a secure cloud platform with shareable links provided to ILO, ensuring easy access and transfer. Physical copies will be requested for archiving purposes.
Note
All deliverables and activities must adhere strictly to ILO’s brand identity and requirements, ethical guidelines, and the specifications which shall be provided to the external collaborator upon the signature of the contract. The external collaborator should demonstrate familiarity with UN ethical guidelines, particularly regarding representation, consent, and inclusivity in media production.
Reporting & Duration of Assignment
The external collaborator will work under the guidance and oversight of and will be in frequent contact with the Jordan Country Coordinator, with technical support from the Communications and Public Information Unit at the ILO Regional Office for Arab States. Work will be undertaken remotely and in person, depending on the Jordan Coordinator’s request. Frequent travel to field locations is expected. The work is expected to commence on 01 January 2025, and final deliverables will be due on 31 December 2025.
The external collaborator is expected to submit the following reporting material on a monthly basis by the 5th of the month following the reporting month:
1- Monthly activities report
2- Produced content along with the supporting material for each including captioning and translation, music licensing, consent form and rough cuts via a document transfer platform to be suggested by the external collaborator.

3- Timesheet detailing the number of hours worked each day signed
4- Travel logbook showcasing the kilometres travelled for work purposes.
Budget and payment terms
The external collaborator will be required to work a total of 100 non-consecutive working days at a competitive daily rate.
The payment schedule is as follows:
• 1st payment of 25% upon the successful submission of the three-monthly reports and the deliverables requested therefrom between 01 January and 31 March 2025 and the consumption of 25% or more of the contract workdays. The due date is 30 April 2025.
• 2nd payment of 25% upon the successful submission of the three-monthly reports and the deliverables requested therefrom between 01 April and 30 June 2025 and the consumption of 25% or more of the contract workdays. The due date is 31 July 2025.
• 3rd payment of 25% upon the successful submission of the three-monthly reports and the deliverables requested therefrom between 01 July and 30 September 2025 and the consumption of 25% or more of the contract workdays. The due date is 31 October 2025.
• 4th payment of 25% upon the successful submission of the three-monthly reports and the deliverables requested therefrom between 01 October and 31 December 2025 and the consumption of 25% or more of the contract workdays. The due date is 31 December 2025.
Successful delivery is defined by the provision by the external collaborator of products and services that are approved by the ILO and delivered within a reasonable timeframe.
Qualifications
Applicants should have:
• Demonstrated experience in videography and photography for at least 5 years, particularly in documenting UN and development projects, events & organizational achievements.
• Proficiency with high-quality video and photography equipment and editing software.
• Strong knowledge of lighting, sound recording, and composition techniques for indoor and outdoor shoots.
• Ability to produce B-roll and rough cuts and to follow guidelines for captioning, scripting, and editing in line with ILO guidelines & requirements.

• Familiarity with ethical standards in capturing consent for participants, especially in sensitive environments or involving vulnerable populations.
• Understanding data protection and privacy requirements, ensuring all images and footage comply with ILO guidelines.
• Proficient in managing music licensing for video production, ensuring all music and soundtracks are legally acquired and licensed.
• Ability to work fluently in both English and Arabic
• Ability to respect timelines and deliver work of outstanding quality
