1. Role and responsibilities:
The ESS Coordinator-Roving plays a pivotal role in administering, mainstreaming, coordinating, providing technical support, and monitoring the Environmental and Social Management Framework (ESMF) across KfW-funded projects. As a commitment to ensuring compliance with the World Bank’s pertinent Environmental and Social Standards during the implementation of KfW-funded projects.
The incumbent will also be responsible for monitoring, evaluating, and mitigating potential environmental and social risks associated with project implementation across different regions. This role requires frequent travel to project sites to assess and address safeguarding concerns, liaise with stakeholders, and provide technical guidance to project staff.
Generic Responsibilities
– Compliance with and adherence to NRC policies, guidelines/handbooks, and donor requirements with regards to E&S safeguarding.
– Technical lead on all aspects related to the implementation of the ESMF, including where needed the development/update of technical guidelines related to E&S safeguarding and in line with ESS standards and processes laid out in the project’s ESMF.
– Monitor all required environmental and social mitigation measures set out in the E&S safeguarding instruments (SEP, ESMP, ESCOP, etc.) for sub-projects, and compile regular reporting as agreed with the donor (incl. on GRM and incident reporting).
– Training of NRC personnel on E&S safeguards and coordinating environmental and social commitments and initiatives across the project’s geographical locations.
– Roving Support: Travel to different area offices to provide on-site support in assessing, implementing, and monitoring the Environmental and Social Management Framework (ESMF), ensuring consistency and compliance across all project locations.
– Support the KfW Programme Manager to overall Coordination and liaison with the donor’s E&S focal point (no-objections, reporting, etc.). Coordinate with internal and external departments/stakeholders to complete the checklists and relevant annexes.
Specific Responsibilities
– Undertake environmental and social risk categorization of sub-projects, working closely and with inputs from the Project Managers, seek the necessary no-objections.
– Responsible for escalating any significant changes to the risk categorization to the donor’s E&S focal point.
– Responsible for the regular E&S progress reporting and any other E&S ad-hoc reporting agreed with the donor.
– Support project managers in the development of the relevant site-specific safeguarding plans.
– Training of NRC staff and affiliated entities/contractors on the ESMF process, tools and documentation.
– Develop work plans and follow up on progress in the implementation of the ESMF requirements in coordination with area offices.
– Manage record keeping for all E&S related documentation on NRC’s filing tree.
– Responsible for E&S support to NRC staff and contractors, including the assessment of their E&S capacity, training of key staff, technical support and guidance prior/during project implementation.
– Undertake monitoring of sub-projects, including through spot checks, to ensure that proposed mitigation measures are implemented according to the agreed E&S management plans.
1. Professional competencies
– Minimum 3 years’ experience in a position with relevant experience (e.g. Environment and Social Management)
– Proven experience with application of World Bank E&S standards in development projects.
– Proven experience working on partnerships with local organisations.
– Allocation of resources and costs expertise

– Knowledge about own leadership skills/profile
– Intermediate in English, both written and verbal
– Context/Specific skills, knowledge and experience:
– Bachelor degree or equivalent in Environmental Engineering or Public Health, a degree in management or social work is an advantage.
– Proven experience working with the WB E&S standards.
– Must have 3-4 years’ experience drafting environmental and social assessments, screening and categorisation, including for rehabilitation and infrastructure projects, using relevant international standards (World Bank E&S standards).
– Fluency in Ukrainian is required.
