Role Summary
The Tony Blair Institute (TBI) is recruiting a Manager, Human Capital Development to support projects related to higher education reform in collaboration with the Ministry of Education (MINEDUC). This role is critical for driving forward strategic initiatives that enhance the higher education sector in Rwanda.
The Manager will work closely with the Senior Manager (Deputy Country Director) and provide hands-on support to the Ministry of Education.
Key Responsibilities
The post holder will receive overall guidance from the Senior Manager in the implementation of the set work plan for the Human Capital Development Project. The overall responsibility of this post-holder will include supporting the implementation of activities according to set workplans through research, data, and analytical work, preparation of knowledge products, coordination with counterpart institutions and stakeholders; preparing periodic updates and reports; and developing and managing relationships with direct counterparts and key actors in the ecosystem.
Core Responsibilities:
Strategy and Policy Development:
• Provide strategic support to regulatory reviews and the identification of strategic partnerships within the higher education sector.
• Develop and review higher education policies and strategies, ensuring alignment with national priorities and international standards.
• Provide analytical support for the drafting and review of the Education Sector Strategic Plan (ESSP), long-term education vision, and related policies.
Delivery:
• Coordinate and support the operationalization of the African Biomanufacturing Institute (ABI).
• Work closely with MINEDUC technical staff to ensure capacity building and sustainability of projects.
• Facilitate the implementation of education initiatives to develop talent in pharmaceutical research and manufacturing.
Partnership Identification and Resource Mobilization:
• Identify relevant partnerships and resources to enhance higher education sector performance.
• Support existing strategic partnerships in higher education with long-term plans for deepening these partnerships.
• Coordinate inter-ministerial collaboration to enhance a networked government approach.
• Mobilize financial resources and support partnership coordination in priority areas that enhance learning outcomes across the education sector.
Transitional Support for Foundational Learning (First Two Quarters of FY 2024/25):
• Provide technical and hands-on support to the delivery unit setup.
• Ensure effective onboarding of Delivery Unit (DU) staff.
• Coordinate the Foundational Learning Exchange 2024, including partner coordination and onboarding.
• Provide analytical support for the finalization of the Foundational Learning Strategy and its approval by SMM and Cabinet

Person Specification
We are searching for an experienced Manager to work closely with government institutions in Rwanda. The Manager will benefit from being part of the TBI Rwanda team, a network of experienced professionals based at the centre of government and in key ministries and institutions supporting the government’s agenda for economic transformation.
Requirements:
• A University degree in Economics, Development Economics, Higher Education Management, Public Policy, or related fields.
• Extensive progressive experience in management consulting, public policy analysis and development, higher education, private sector development, or related areas.
• Comprehensive experience in project design and management with multiple stakeholders’ coordination across various sectors.
• Strong reporting, organizational, and communication skills; ability to meet deadlines; flexibility, resourcefulness, patience; time management, facilitation skills, diligence, and readiness to work under pressure.
• Understanding of higher education systems and policy development.
