Job Title: Migrant Advocate
Position Function: The primary goal will be to ensure migrant children are given every opportunity to meet State academic content and academic achievement standards. The Migrant Services Advocate (MSA) is responsible to identify, develop schedule, and monitor community, school, or federal services that are needed by migrant students or migrant families. The advocate may assist in conducting needs assessments, presentation of programs and activities, and/or organize educational services to assist with obstacles that may exist for migrant populations.
Essential Performance Responsibilities:
- Works within the Local Educational Agency (LEA) toward the goal of ensuring programs that serve migrant children are of the highest quality and provide for not only the basic elementary and secondary educational needs, but also the unique educational and culturally related academic needs of these children
- Supports the migrant students and families in conducting a needs assessment, identifying focus areas, and creating a customized action plan that will improve academic performance for migrant students
- Responds appropriately to the cultural differences present among students and their families
- Discusses the critical role parents play in positive adult-child interactions
- Develops, revises, and evaluates curriculum to meet the needs of the students
- Evaluates student progress regularly including using district and/or standardized assessment tools
- Reviews and maintains current records on all students, including accurate participation growth in academic improvement
- Provides assistance in scheduling workshop presenters and other support needed for migrant activities
- Prepares reports and records on program activities; assists in the preparation of periodic and annual reports related to migrant education activities
- Compiles and maintains a collection of resource materials related to parents, students, schools, and community involvement programs and activities
- Assists in recruiting teachers and support tutoring, mentoring and home reinforcement for migrant students
- Attends conferences, workshops and training sessions in specific migrant program areas to be current migrant issues and for professional development
Additional Duties: Performs other related duties as needed for migrant students and migrant families.
Equipment: This position may require the ability to use SMART boards and iPads in addition to basic office equipment such as computers, copiers, scanners, and fax machine. Must always comply with WPS guidelines for equipment use.
Travel: Limited travel between schools and central offices may be required.

Knowledge, Skills, and Abilities:
- Must possess and exhibit effective verbal and written communication skills
- Must be able to create and conduct dynamic and engaging presentations for a variety of audiences
- Must demonstrate proficiency with technology (Microsoft Work PowerPoint, Excel, Publisher, desktop publishing, etc.)
- High level of confidence and professionalism to work with students, parents and staff members and community members
- Must be a self-starter and able to work as a contributing member of a team
- Must have excellent organizational and time management skills
- Must be able to prioritize and coordinate tasks; anticipate problems and be proactive rather than reactive
- Must be resourceful in supporting groups in a variety of settings
- Must be relentless in working to accomplish migrant students, migrant families and migrant program goals
- Displays a significant degree of professionalism and confidentiality
- Ability to conform to proper standards of professional dress and appearance
- Knowledge of company’s mission, purpose, goals and the role of every employee in achieving each of them
Qualifications
Interrelations:
- Contact with personnel within the district and with customers and vendors
- Will be working under the direct supervision of the department supervisor in order to complete day to day tasks
- Will be working with a diverse population requiring the ability to handle all situations with tact and diplomacy
- Must understand and respond appropriately to customer needs and maintain a positive attitude with all customers and colleagues
- Expected to interact with all internal and external customers in a friendly, professional manner and provide quick, responsive customer service
Employee Punctuality and Appearance:
- In order for schools to operate effectively, employees are expected to perform all assigned duties and work all scheduled hours during each designated workday, unless the employee has received approved leave
- Any deviation from assigned hours must have prior approval from the employee’s supervisor or building administrator
- All employees are required to report to work dressed in a manner that reflects a positive image of USD 259 and is appropriate for their position
Qualification Profile:
- Bachelor’s degree required
- Education and/or experience in family involvement and support, family literacy and education, social services, and/or community development
- Experience working with adult ESL and/or support services for families
- Proficiency and literacy skills in English and Spanish
