The Team
The mission of the Global Policy & Advocacy (GPA) division is to understand and shape the public policy debates affecting the foundation’s work, build support for its major program and policy objectives, and develop partnerships and alliances that can advance the foundation’s objectives nationally and globally. Because the foundation’s resources alone are not enough to solve the challenges ahead, GPA also supports advocacy efforts to engage diverse stakeholders and promote innovative solutions that advance our program goals. We work in close partnership with grantees, our colleagues in the Global Health, Global Development, Global Growth & Opportunity, U.S. and Gender Equality programs and Foundation Communications to build the environment in which all people have the opportunity to lead healthy and productive lives.
The Philanthropic Partnerships team’s mission is to inspire and enable more informed and intentional generosity by all. Research has shown that generosity is a universal human impulse, but there is nothing natural about giving at scale or ensuring that philanthropic resources are channeled where they are needed most. PPT’s strategy aims to close intent-to-action gaps and to increase giving that advances equity.
The Philanthropic Partnerships team serves as a resource to those who want to achieve more with their giving and invests in organizations that help donors overcome common obstacles. We support programs that provide donors with resources to make informed decisions about giving, encourage innovations and policies that enable philanthropy, and support cultural norms around generosity.

Your Role
The foundation’s Philanthropic Partnerships Team is seeking an Officer, Strategy & Implementation Management to provide strategy development, performance monitoring and portfolio management support for this 35-person team spread across three countries (US, India, and China). Reporting to the Deputy Director, Strategy Planning & Management, the Officer, Strategy & Implementation Management is responsible for managing and helping to implement critical processes, projects and information that help to drive the rhythm and impact of the team. The Officer, Strategy & Implementation Management will engage effectively at all levels of the organization; collaborate productively with peers, partners, senior leaders, staff and consultants; and exercise good judgment and use influence appropriately to drive work forward. The Officer reports to the Deputy Director, Strategy Planning & Management for PPT and works closely with the larger Strategy Planning and Management team with the Global Policy & Advocacy Division.

What You’ll Do
The Officer, Strategy & Implementation Management’s core functions and responsibilities include the following:
Strategy & Program Management:
- Supports strategic planning and investment decisions in close collaboration with the Philanthropic Partnerships Team, including research, analysis and project management to inform strategic direction of the portfolio. Selectively leads on strategy development for emerging areas of investment in collaboration with relevant foundation partners.
- Collaborates with the Philanthropic Partnerships Team and key partners to facilitate planning including goal-setting, budgeting and resource allocation and scorecard performance tracking and measurement.
- Prepares Philanthropic Partnerships Team for strategy reviews, learning sessions, briefings with the chair and foundation leadership.
Portfolio Management:
- Partners with the Philanthropic Partnerships Team and Program CFO’s office to support informed strategic investment decisions related to grants and contracts.
- Performs research and analysis as needed to support sound portfolio management.
- Drives and monitors progress against milestones and key decisions, leads key partner meetings and prepares analysis and data to support key decisions.
Project Management:
- Demonstrates sophisticated project management skills and leads multiple projects with simultaneous demands. Runs large and/or complex projects in support of strategy development, resource allocation (both financial and human), investment management, and business performance management.
- Establishes and implements work plans, monitoring progress against milestones and key decisions and managing partner communications.
Your Experience
- An advanced degree in public health, business administration, public affairs or other relevant Master’s degree or equivalent demonstrated experience.
- Detailed portfolio and people, team, and project management skills.
- Detailed program management knowledge, including complex strategy development, execution planning, and business process redesign projects.
- Detailed ability to create structures and develop frameworks to increase clarity and transparency of decisions, trade-offs, and impact on financial and organizational resources.
- Strong financial competence plus budget development, financial analysis, and operational management skills.
- Technical experience in the Strategy and Implementation Management field.
- Experience managing multiple projects simultaneously and leading initiatives involving multiple partners.
- Experience working with partners in the global south, philanthropic sector, and/or other equity centered organizations.

The salary range for this role is $137,500 to $206,200 USD. We recognize high-wage market differences in Seattle and Washington D.C., where our offices are located. The range for this role in these locations is $149,800 to $224,600 USD. As a mission-driven organization, we strive to balance competitive pay with our mission. New hires salaries are typically between the range minimum and the salary range midpoint. Actual placement in the range will depend on a candidate’s job-related skills, experience, and expertise, as evaluated during the interview process.
