1. Organization Overview
The American Bar Association Rule of Law Initiative (ABA ROLI) is a non-profit organization that has worked for over 30 years in more than 100 countries to promote the rule of law, advance human rights, strengthen judicial institutions, support legal professionals, and advance understanding of the law and rights of citizens. To this end, ABA ROLI has established partnerships with a wide range of actors, including institutions in the justice sector, civil society organizations, bar associations, legal aid organizations and lawyers, among others. The candidate will be supporting ABA ROLI programming implemented in the Gulf and Middle East. The individual will work in a team environment, coordinating with multiple stakeholders and headquarters staff to ensure successful implementation of all program activities.
2. Position Overview
The Technical Advisor (Labor Rights) will provide expert guidance on labor law issues as they pertain to migrant workers in the Gulf and the Middle East. The Technical Advisor will work with the Program Manager to strengthen labor rights frameworks, with a focus on strengthening protections for migrant workers under the sponsorship system. This individual will collaborate closely with government entities, civil society organizations, migrant worker leaders, academic institutions and other stakeholders to promote labor law enforcement and awareness, ensuring alignment with international human rights standards.
3. Responsibilities
- Provide technical expertise on labor law and labor rights, supporting program activities related to advocacy, social behavior change, and law and policy reform.
- Analyze and assess labor rights frameworks and identify opportunities for improvements in enforcement and compliance.
- Collaborate with stakeholders, including government and civil society, to draft, review, and support the implementation labor law reforms.
- Develop training materials and deliver capacity-bridging sessions for legal professionals, government officials, and other stakeholders.
- Facilitate workshops, roundtables, and public consultations to advance understanding of labor law issues among project stakeholders.
- Coordinate with the Program Manager and program partners, including government agencies, trade unions, migrant worker leaders, and civil society organizations, to implement project activities effectively.
- Provide technical input into reports, briefs, and advocacy materials for internal and external audiences.
- Ensure gender equality and social inclusion considerations are integrated into program design and implementation.
- Represent ABA ROLI in external forums and liaise with donors, partners, and stakeholders as required.
- Contribute to monitoring, evaluation, and learning processes by documenting successes, lessons learned, and areas for improvement; and
- Any other duties as reasonably assigned.
4. Qualifications
- Bachelor’s degree in law or a related field;
- Demonstrated knowledge and expertise working on labor law in Jordan, preferably with a focus on migrant worker rights;
- Experience working with the Government of Jordan, preferably the Ministry of Labor, Ministry of Justice, and/or the Ministry of Interior;
- Experience designing, supporting, and implementing law and policy reform programming in Jordan;
- Experience with strategic planning, including experience implementing international development programs in rule of law and good governance;
- Knowledge of US government grant regulations preferred;
- Excellent communication skills, both written and oral;
- Fluent Arabic and English language required; and
- This position is open to Jordanian nationals only.
