Finance Department under Central Management Services is mandated to provide centrally managed financial services to the scientific divisions which is essential for organizational financial health and compliance and also ensure financial sustainability, accountability, and transparency while supporting icddr,b’s mission and objectives.

 Responsibilities:

  • The position Senior Officer, Costing & Analysis, reporting to Financial Analyst, will assist in analyzing the service cost recovery to ensure breakeven; Monitoring of self-sustaining funds and recovery, Recording Service costs and recovery, Monitoring and analysis of new recovery prospects, Management Accounting and will determine, update and recover the interdepartmental services costing and pricing regularly and recommend ways to increase the operational efficiency with the objective of achieving the full cost recovery within the policies and procedures of Finance department and organizational values and guidelines (such as Institutional Governance Framework – IGF and Gender Diversity Guidelines).

Senior Officer, Costing & Analysis will be responsible for the following:

  • Determination and revision of service rate costing and pricing: Provide technical support for the preparation of service rate costing and pricing for approximately 1000 services; Conduct thorough break-even analyses for service areas during computing or revising service pricing; Accurately assess financial impact for informed decision-making; Validate market rates/prices from comparable organizations and produce evidence-based reports on proposed service rates/prices; Recommend and implement proactive action plans, such as revising service rates, to mitigate support service operating expenses and guarantee breakeven; Maintain strategic communication with interdepartmental service cost centers to identify and capitalize on new revenue-generating opportunities; Monitor cost allocation rigorously according to approved service rates.
  • Financial Analysis: Prepare comprehensive quarterly core income analyses by budget code and division, including income from core labs, to guarantee full cost recovery of core funds and ascertain key contributors to surplus/deficit; Compile and submit quarterly receivable ageing reports for external outlets; Ensure follow-up for long-overdue receivables are conducted; Assist in the meticulous analysis of the chart of accounts (COA) to guarantee an accurate representation of financial transactions, particularly in recovery and interdepartmental service charges; Provide vital support in the preparation and analysis of various financial information as required by management.
  • Recording of financial transactions and service costs & recovery: Validate, process, and posting of all kinds of service cost and recovery vouchers along with the Finance Officer in order to ensure the timely and accurate reflection of full cost recovery report as well as financial statements; Recording financial transactions through final posting of all the journal vouchers, payment vouchers, receipt vouchers, cost vouchers, bank transfer vouchers, recurring journals and requisitions in ERP in order to ensure both accuracy and adherence to financial statement cut-off schedules.
  • Coordination, review and process optimization: Assist in coordinating finance process optimization initiatives through ERP to establish efficient interfaces or automatic linkages, thus minimizing manual processes; Assist in coordination, review and improvement of financial policies and procedures manual including different kinds of relevant SOPs in order to ensure reasonable accuracy in financial and management accounting; Assist in the coordination and compilation of critical financial reports, including those for the Board of Trustees, senior leadership team, Internal Oversight, and various External Audits; Deliver robust support for new/existing ERP implementation as assigned by the supervisor, focusing on service costing and pricing, income and recovery recording, and integration with different modules (HMS, LIMS, and FMS) of ERP. This will include regular meetings, document reviews, test case scenario preparation, and timely feedback, etc.
  • Management Accounting: Assist in analyzing the chart of accounts (COA) in order to ensure the current accurate reflection of the financial transactions in the cases of recovery and interdepartmental service charges. Assist in preparing and analyzing various financial information as and when required by the Management, and other works as assigned by the supervisor.

Required qualifications and experience:

  • Masters/MBA in Finance, partly qualified Professional Accountant (ACCA, CA, CMA, CIMA) will be preferable. Power BI knowledge will be an added advantage.
  • 5 years of work experience (Minimum 2 years’ experience in the relevant post); Experience in non-profit or research-based international organizations will be preferred).
