The Information Management Officer (IMO) for the Child Protection Sub-Sector will be responsible for the essential information systems and data sets needed for, inter alia, the coordination, operations, strategic decision-making, advocacy and fund-raising of the Child Protection AOR in Cox’s Bazar.

Information management is essential to the overall effectiveness of the child protection response. The IMO will have an integral role in ensuring that the child protection community delivers coordinated, high-quality programmes cooperatively and coherently towards achieving common objectives, avoiding duplication, and ensuring areas of need are prioritized through each step of the humanitarian program cycle.

The IMO will report to the Child Protection Manager (Sector Coordinator) (P4). The post will be based in Cox’s Bazar with regular field visits to the Rohingya refugee camps and Bangladeshi host communities.

Key functions, accountabilities and related duties/tasks:

  • Information Management for the Child Protection Sub-Sector in the coordination structure
  • Maintain a document repository of Child Protection related information, standards, documents, etc., including key datasets from other sectors.
  • Consolidate information received from partners and generate, inter alia, maps, dashboards, infographics and resource analyses, and present the information in a way that is easily understood by stakeholders, while ensuring data confidentiality.
  • Develop and implement standard IM tools and mechanisms to enhance the CP response.
  • Support development of the Joint Response Plan through needs analysis, mapping, targeting, etc.
  • Coordinate with other Sector IMOs, Protection Sector, GBV Sub-Sector, other sector working groups, UNICEF and other agencies to ensure complementarity, harmonization and compatibility.
  • Support UNICEF with the technical administration the CPIMS+
  • Support training and orientation of stakeholders on the CPIMS+ with a view to ensuring expertise is in place to maintain CPIMS+

 Data Collection, Compilation and Analysis :

  • Develop, roll out and maintain IM tools related to the Child Protection AOR.
  • Build the capacity of IM/data focal persons of partners.
  • Develop data collection tools using technology to streamline data collection processes in a consistent and timely manner.

Data Visualization:

  • Develop data visualization products including maps, dashboards, infographics and financial/resource analyses, presenting information that is easily understood by decision makers, individuals and groups.
  • Undertake mapping including 5Ws, Needs and Gaps analyses, Services and Infrastructure.

Innovation, knowledge management and capacity building:

  • Apply and introduce innovative approaches and good practices to build the capacity of partners and stakeholders on information management.
  • Organize and implement capacity building initiatives to enhance the competencies of clients and stakeholders to promote sustainable results in child protection and related programmes/projects.

Minimum requirements:

Education:

  • First University Degree (i.e. Bachelor’s degree or equivalent) in data science, geographic sciences, engineering, information technology, statistics or other relevant subjects is required.
  • Master’s degree in data sciences, GIS or related area is an asset.
  • Work Experience: Minimum of 2 years’ relevant professional experience in information management in the child protection sphere in required.
  • Work experience with UN/NGOs and experience of sectorial coordination and understanding of the context in Cox’s Bazar is desirable.

Skills :

  • Mapping (with software like ArcGIS)
  • Experience of producing visualization tools and dashboards (using Tableau or PowerBI)
  • Excellent knowledge of, and experience in using, GIS and databases. Experience with Open Data Kit and mobile data collection an asset.

Language Requirements:

  • Fluency in spoken and written English
  • Fluency in spoken and written Bangla
  • Knowledge of Chittagonian and/or Rohingya a significant asset
