The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Missions, Agencies, Funds and Programmes of the UN System worldwide. The Standing Police Capacity (SPC) is the “operational arm” of the UN Police Division, within the Office of Rule of Law and Security Institutions/ Department of Peace Operations (OROLSI/DPO), a tenant unit at UNGSC, based in Brindisi, Italy. The SPC is a UN Police Mechanism for starting up police components in new UN peace operations as well as assisting existing operations on a continual basis. The Public Order Officer works under the overall supervision of a Team Leader and the Chief of the SPC.

Responsibilities

The incumbent provides advice and assistance on maintenance of public order by law enforcement, including crowd management and riot control. S/he implements and assists in the development of any specific strategies and programs with regard to addressing crowd management matters in UN peace operations. The position entails frequent deployments to missions for short and long periods. The incumbent provides assistance and advice on the use of international Formed Police Units (FPU’s) in UN peace operations, as well as the development of public order expertise in host state law enforcement agencies that UN Police are mandated to assist. Activities are undertaken with regard to building institutional law enforcement capacity in the public order field, in line with the Strategic Guidance Framework for International Policing (SGF), the mission of the UN Police, and other relevant UN guidance. While deployed, the incumbent assists the UN Police in the use of FPUs as well as other public order practices and support to host state law enforcement on the full breadth of law enforcement responses to ensure public order. S/he surveys the capacity of host state law enforcement to effectively plan and engage in crowd management and makes recommendations on facilitating organizational, structural, training and resource improvements in this regard, co-operating with other SPC members as well as UN Police, including international FPU personnel. Focus is placed on developing host state capacities and tactics for law enforcement units in crowd management and anti-riot operations, during both peaceful and violent demonstrations and protests. The incumbent pays particular attention to the needs and requirements of host state formed police capacities and makes recommendations to support their overall development. S/he may also provide advice and assistance on crowd control-related issues, close police protection of VIPs, policing diplomatic compounds and other representative areas and on providing police convoys and escort services. The incumbent interacts closely with other staff in the Police Division of the Department of Peace Operations and assists in developing doctrine and concepts of operation on law enforcement and public order matters relevant to the respective assignments given to the SPC. The incumbent also assists in reviewing current UN Police operations with a view to the formulation of proposals on public order assistance that the SPC is expected to undertake, including when deployed on the ground. When at UNGSC, the incumbent analyses the full spectrum of crowd management issues in UN peace operations in order to provide relevant input into the SPC’s planning and preparatory activities in support of clients in the field, communicating as required with relevant personnel in the Police Division of the Department of Peace Operations. S/he further engages in broader SPC activities as required, including remaining up to date on developments in current peace operations and other settings as well as developments in policing, including but not limited to public order.

Education

Advanced university degree (Master’s degree or equivalent) in the applied sciences, social sciences or relevant field is required. A first level university degree with a combination of two (02) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job – Specific Qualification

Graduation from a certified police academy or similar law enforcement training institution is required. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

A minimum of five years of progressively responsible law enforcement experience in a national law enforcement agency at the strategic, operational and administrative levels, including experience in crowd management, riot control and other public order matters, including policy development and policy implementation, is required. Experience in the use of computers and relevant applications, such as MS Word, MS Excel, MS Power Point etc., is required. Experience in peacekeeping or other international experience in the UN or other similar international organizations is required. Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of French is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
