Duties and Responsibilities
DUTIES AND RESPONSIBILITIES: Product Management (40%): • Define the product vision, roadmap, and key deliverables for the EMR system. • Gather, analyze, and prioritize business and user requirements from multiple stakeholders. • Ensure the EMR system meets compliance, usability, and functionality expectations. • Continuously evaluate system performance, gather user feedback, and drive enhancements. • In collaboration with Health Department, Coordinate Change Management, Release Deployment, Business Continuity Testing and Validation at the last stage of the project. Project Management (40%): • Develop and manage project timelines, deliverables, and resources to ensure successful implementation. • Coordinate between the selected EMR vendor, IT teams, clinical users, and other internal stakeholders. • Identify and mitigate project risks, ensuring alignment with organizational goals. • Conduct status updates, prepare reports, and present to leadership as needed. Solution Architecture & Technology Management (20%): • Coordinate the development of the EMR System architecture between the vendor and UNRWA solution architects. • Work with technical teams to ensure system integration with existing IT infrastructure. • Oversee data migration, interoperability, and cybersecurity requirements. • Define and enforce best practices for scalability, performance, and maintainability. • Stay updated with emerging technologies and industry standards to enhance system capabilities. Work Schedule: Month 1: Project Initiation & Planning Activities • Conduct stakeholder meetings to define objectives and scope. • Develop a detailed project plan and risk assessment. • Kick-off meeting with vendor and internal teams. • Review and improve existing system architecture, documentation, and governance framework. • Conduct stakeholder workshops to gather requirements and define project scope. • Establish communication and reporting mechanisms with the external vendor. Deliverables • Revised Detailed Workplan • Stakeholder Requirement Document. • Kick Off Meeting Minutes signoff • Risk Register and Mitigation Plan. Month 2:Requirements Gathering & Solution Design Architecture Design and Validation Activities In conjunction with the vendor and internal teams in IT and Health; • Conduct business process analysis and workflow mapping. • Gather and document functional and technical requirements. • Define data migration and integration strategy. • Collaborate with the vendor to design the target-state EMR system architecture and system design. • Define integration points, data flows, and interoperability requirements. • Validate proposed system architecture, product description document, quality assurance document against business and technical requirements. Deliverables • Business Process Analysis • Revised Requirements • Data Migration Strategy • EMR System Architecture Document. • Integration and Interoperability Framework. • Product Description Document • Quality Assurance Document Month 3 – 5: System Configuration and Development Activities • Collaborate with vendor on EMR system configuration. • Oversee system configuration and customization • Begin interoperability and data integration setup. • Conduct preliminary system testing. Deliverables • System Configuration Specifications. • Data Migration Plan and Mapping Document. • API Specification Document Month 6 – 8: Interoperability and Data Migration Activities • Begin data migration planning and mapping legacy data to the new EMR system. • Begin interoperability and data integration setup. • Conduct preliminary system testing. • Begin Data Migration from the old eHealth system to the new EMR System • Conduct further system testing. Deliverables • Data Migration Plan • Legacy Data Mapping Document • Interoperability and Integration Blueprint • Preliminary System Test Report • Data Migration Execution Plan • Initial Data Migration Report Month 7 – 9: User Training and Testing Activities In Collaboration with Health Department; • Develop training materials and conduct training sessions. • Conduct system testing, user acceptance testing (UAT), and resolve issues. • Validate data migration accuracy. • Prepare operational readiness plan. Deliverables • Training Materials • Training Session Reports • System Testing Report • User Acceptance Testing (UAT) Report • Data Migration Validation Report • Operational Readiness Plan Month 10 – 11: Pilot Preparation (In Jordan) and Deployment Activities • Finalize system configurations and security protocols. • Conduct final round of user training and simulations. • Deploy system in a phased approach or full rollout. • Monitor system performance and address early issues. • Provide ongoing support and troubleshooting. • Collect feedback for continuous improvement. • Monitor system performance and user adoption. • Develop a roadmap for scale up and enhancements. Qualifications/special skills
MINIMUM QUALIFICATIONS AND EXPERIENCE Qualification Requirements • An advanced university degree from an accredited educational institution in Computer Science, Information Systems, Software Engineering, Software Architecture, Computer Science, Business Analysis, or related disciplines • 5+ years of experience in IT Product Management, Project Management, or Solution Architecture is required. Candidates with experience with healthcare IT or EMR implementations will be given priority. • At least two continuous years of relevant international experience outside the country of which the candidate is a national or holds citizenship, a passport, or a national identity card. • Experience working with EMR/EHR systems and familiarity with healthcare standards (e.g., HL7, FHIR, HIPAA, GDPR) is desirable. • Strong knowledge of software development life cycle (SDLC) and Agile methodologies. • Demonstrated ability to lead cross-functional teams and manage vendor relationships. • Strong analytical, problem-solving, and decision-making skills. • Excellent communication and stakeholder management skills. CONDITIONS OF SERVICE • The consultant will be based in UNRWA HQA Amman – Jordan. • The duration of the consultancy is 11 months with the possibility of extension subject to availability of funds and continuing need and satisfactory performance. • The selected consultant will receive monthly fees of P3 level of international staff salary scale. 5+ years of experience in IT Product Management, Project Management, or Solution Architecture is required.
