WEC Background:

The Water, Environment and Climate (WEC) portfolio, based in Vienna, and with offices based globally, is part of the UNOPS Global Portfolio Office. The Portfolio has built strong partnerships and is effectively managing a portfolio of over 500 million USD over the last 15 years to support key initiatives with fund management, project implementation and administrative support.

WEC effectively operationalizes partners’ agendas with global approaches, as well as regional and country specific activities focused on climate action, protection and conservation of the environment. Partners profit from WEC’s ability to operationalize and/or scale up their important substantive agendas, including in support of key multilateral environmental and climate agreements, such as the Paris Agreement, the Cartagena Convention as well as the Sustainable Development Goals.

The NDC Partnership:

The NDC Partnership is a global coalition of countries and institutions collaborating to drive transformational climate action through sustainable development. In 2015, the world endorsed the Paris Agreement and the 2030 Agenda for Sustainable Development. Nations signal their commitments to the Paris Agreement through Nationally Determined Contributions (NDCs) – each country’s strategy to cut its own greenhouse gas emissions and build resilience against the negative effects of a changing climate. The Partnership advances the goals of the Paris Agreement by bringing together nearly 200 countries and institutions in new ways to accelerate NDC implementation and enhance ambition over time. The Partnership’s work through 120 partners supporting almost 80 countries produces many examples of impact, lessons learned and ideas for the future. The Partnership is governed by a Steering Committee, co-chaired by two country representatives. The Partnership’s work is facilitated by a Support Unit based at World Resources Institute in Washington DC and the UNFCCC Secretariat in Bonn, Germany. UNOPS supports the NDC Partnership and its Support Unit through the Water, Environment and Climate (WEC).

Country Context

Lesotho submitted its Second Nationally Determined Contribution (NDC) to the UNFCCC on February 5, 2025. This Second NDC reaffirms Lesotho’s commitment to addressing climate change through an ambitious yet realistic mitigation target. The country has pledged an unconditional 6% reduction in GHG emissions from the Business As Usual by 2030. Furthermore, the Government has committed to an additional 18% reduction in GHG emissions from the 2021 baseline by 2030. Lesotho’s Second NDC also details 27 adaptation measures to bolster resilience against climate change effects, focusing on key sectors such as water, the local economy, AFOLU and food security, as well as human settlements. Additionally, the NDC outlines 26 mitigation measures designed to decrease GHG emissions and expand carbon sinks in various key sectors, including Energy, IPPU, Waste, and AFOLU.

Lesotho will implement the identified NDC measures using both conditional and unconditional scenarios based on the finance, capacity building and technology development and transfer it receives. However, Lesotho’s second NDC is not costed. To enable an improved understanding of the actions that need to be implemented and the associated costs, the Government seeks the services of a Climate Investment Advisor. The Advisor will support the Government to prepare the NDC Implementation and NDC Investment Plans , with fully costed measures . The embedded Advisor will support the coordination of government efforts of mobilising climate finance for the implementation of Lesotho’s NDC.

This is a retainer national vacancy/position for twelve 12 months, maximum of 220 working days, with the possibility of an extension based on performance and the availability of funds.

* This is a Home-based position, meaning the incumbent will be expected to work from government offices in Lesotho and not work from a UNOPS office or home. Additionally, the incumbent will need to take their own laptop, equipped with all the relevant software, to government facilities.

** As this is a Local Position, in order to be eligible, the incumbent should be a national of Lesotho or have a valid residence permit in the Country.

The embedded Climate Investment Advisor will provide strategic economic advisory support to facilitate the development of Lesotho’s NDC Implementation Plan and NDC Investment Plan. The Advisor will play a critical role in enhancing the country’s institutional capacity to achieve its climate and sustainable development goals, with a particular focus on economic planning, resource mobilization, and investment strategy development.

Key Responsibilities

The Climate Investment Advisor will collaborate closely with the Ministry of Environment and Forestry to:

  1. Coordinate and Ensure Quality Control
    • Lead the coordination and quality assurance of the NDC Implementation Plan and NDC Investment Plan.
    • Ensure that these plans align with national climate priorities, sustainable development objectives, and NDC targets.
  2. Oversee economic aspects of climate investment
    • Provide strategic guidance on the economic dimensions of climate investments.
    • Ensure the integration of high-level economic planning and alignment with Lesotho’s NDC targets and broader policy frameworks.
  3. Support recruitment processes
    • Develop comprehensive terms of references (ToRs) for hiring a consortium of experts.
    • Prepare requests for proposals (RFPs) and oversee the recruitment process to ensure the development of cost-effective and robust NDC Implementation Plan and NDC Investment Plan.
  4. Facilitate climate finance mobilization
    • Coordinate efforts to secure domestic and international climate financing.
    • Engage with private sector stakeholders and multilateral funding entities to explore and leverage funding opportunities.
  5. Strengthen Institutional Capacities
    • Build capacity within government institutions to enhance their ability to plan, prioritize, and implement climate action plans effectively.
    • Provide training and support to relevant ministries to improve decision-making processes related to climate investment planning and mobilization.
  6. Engage Stakeholders
    • Foster alignment and coherence among key national and international stakeholders.
    • Build broad-based support for the implementation and financing of NDC actions through stakeholder consultations and partnerships.
  7. Monitor Progress and Ensure Accountability
    • Assist the Government in tracking progress toward NDC implementation goals.
    • Develop mechanisms to ensure transparency and accountability in the use of mobilized resources

The embedded Advisor is also expected to support and coordinate the following tasks:

Development of Lesotho’s costed NDC Implementation Plan

  1. Develop a results-based framework that includes outcomes, outputs, performance indicators, activities, timelines, milestones, and targets. This framework should address needs related to policy and planning, measurement, reporting and verification (MRV) and monitoring, evaluation, and learning (MEL) systems, capacity building, and climate finance.
  2. Conduct qualitative and quantitative analyses to evaluate the contribution of prioritized actions towards achieving Lesotho’s NDC targets.
  3. Conduct qualitative and quantitative analyses to evaluate the contribution of prioritized actions in achieving NDC targets.
  4. Perform a situational assessment covering:
  • Provide an overview of processes specific to climate action, including policy and regulatory frameworks.
  • Analyze existing climate investment strategies and project pipelines.
  • Identify national economic and development indicators linked to the NDC and sector action plans.
  • Conduct a comprehensive mapping of climate investment-related projects and programs across line ministries, sub-national entities, the private sector, and development partners to assess the availability of existing support.
  • Identify relevant stakeholders, their roles, and responsibilities, including the CSOs, vulnerable groups and the private sector in a stakeholder mapping report. Highlight inter-ministerial coordination and development partner mechanisms for climate investment.
  • Assess the capacity gaps within relevant line ministries and sectors, focusing on issues related to climate finance and investment.

5. Successful mobilization of at least two TA resources to support the development of project proposals which are aligned with Lesotho’s NDC priorities.

Development of Lesotho’s NDC Investment Plan

  1. Identify and prioritise climate investment projects.
  2. Identify budgets or estimated costs of priority actions and projects for implementation.
  3. Support sectors in preparation of concept notes for resource mobilization.
  4. Support the Ministry of Finance and Development Planning, in collaboration with LMS, to convene climate investor roundtables/coordination meetings.
  5. Solicit input from the line ministries and other expertise from agencies within the Government and private sector to develop a pipeline of climate investment projects.
  6. Conduct initial due diligence of project proposals and assessment of bankability through the preparation of Project Information Notes (PINs).
  7. Identify potential sources of finance including climate finance or blended finance windows and support the development of suitable funding proposals and proposals to access project preparation facilities.
  8. Submit quarterly reports summarizing the support provided, quality control efforts, and progress on mobilizing climate finance and implementing the NDC Investment Plan.
  9. Review and provide feedback on the NDC Implementation Plan and NDC Investment Plan developed by the expert team to ensure alignment with national priorities and technical soundness.

Capacity building for stakeholders on climate finance

  1. Develop and implement a capacity building program on climate investment planning and mobilization. Conduct a capacity needs assessment to identify knowledge gaps among stakeholders and design a program to address these gaps through workshops and training sessions, ensuring a clear understanding of climate investment planning and mobilization objectives. Operationalize the program with follow-up support to enable practical application.
  2. Support the Ministry of Finance and Development Planning in accessing technical assistance: Facilitate technical assistance for the Ministry of Finance and Development Planning to strengthen its capacity to supervise and implement climate finance initiatives effectively. Provide mentoring and on-the-job training to ensure long-term institutional capacity development.
  3. Document success stories and organize learning events: Capture and document success stories, best practices, and lessons learned to create accessible knowledge products. Organize inclusive learning events for ministries, CSOs, and private sector stakeholders to promote peer learning and enhance their engagement.
  4. Develop an Annual Work Plan with the Country Engagement Specialist and the relevant government officials to structure work timelines and planning.

 

Logistics and Reporting

The Advisor will work with the Ministry of Environment and Forestry under the Lesotho Meteorological Services (LMS), collaborating closely with the Director and will report to the NDC Partnership Country Engagement Specialist. S/he will collaborate closely with the NDC focal points and the NDC Partnership Support Unit.

Education

  • Master Degree preferably in climate change, economics, finance, natural resources, livelihoods, environmental sciences, or a related field.
  • Bachelor’s degree in related discipline in combination with an additional 2 years (7 total) of relevant work experience is required.

Experience

Required:

  • At least 5 years of multi-sectoral professional experience, including experience working with or within climate funds and/or Multilateral Development Banks (MDBs), with a proven track record in climate finance activities across diverse, multi-cultural environments.
  • At least 5 years of substantial experience in business development, capital raising, and/or developing public-private partnerships or similar.

Assets:

  • Proven expertise in developing project proposals, including designing financial strategies for capital improvement projects.
  • Demonstrated experience managing relationships with senior leaders and high-level audiences.
  • Hands-on experience working with government stakeholders on national and/or regional climate change policy development and implementation.
  • Experience working across multiple global contexts, with a deep understanding of international policy debates and challenges in climate finance and economics.
  • Familiarity with the GCF/NDC Partnership Climate Investment Planning and Mobilization Framework, using it as the guiding instrument for implementing the specified tasks.

Language

  • Proficiency in English is required.
