PATH seeks an Health Information Systems (HIS) Advisor for the Strengthening Infectious disease Detection Systems (STRIDES) Project. The global project will support and strengthen surveillance, detection and analytical capacity of infectious diseases across both human and animal health.
The HIS Advisor must meet or exceed the required qualifications listed below. This individual should be a subject matter expert who will assist with the technical surveillance aspects of the project, including developing and implementing policies and processes, and ensuring quality delivery of service on surveillance activities in Nepal.
Responsibilities include:
- Lead the integration of antimicrobial resistance (AMR), indicator/event/community-based surveillance (IBS/EBS/CBS) data streams into national digital platforms (e.g., DHIS2, SORMAS), ensuring interoperability and alignment with global standards.
- Design and implement centralized data pipelines and dashboards to support real-time analysis, reporting, and decision-making.
- Conduct assessments of surveillance architecture, data flows, and system interoperability across human and animal health sectors.
- Develop secure data-sharing protocols and governance frameworks to support multisectoral collaboration and sustainability.
- Collaborate with government stakeholders and partners to ensure HIS systems are responsive to national priorities and sustainably institutionalized.
- Facilitate regular data-sharing forums and technical workshops to review outputs, troubleshoot issues, and promote coordination across sectors.
- Support country and partner technical staff to ensure project activities are on track and informed by technical expertise.
- Review and revise project and donor reports; contribute to publications, external communications, and technical documentation.
Required qualifications and experience:
- Master’s degree or international equivalent in epidemiology, public health, veterinary medicine, health informatics, or a related field.
- Minimum 5 years of experience in HIS implementation, digital health systems, and surveillance strengthening in LMICs, preferably in Nepal.
- Proven experience with DHIS2, SORMAS, or similar platforms for health data management, visualization, and integration.
- Strong understanding of AMR surveillance, data governance, and multisectoral coordination.
- Demonstrated ability to analyze complex data systems and recommend context-sensitive solutions.
- Experience working on large USG-funded projects or technical implementation in public health.
- Strong analytical and training skills, with contributions to publications, reports, or tool development.
- Prior experience in animal health, zoonotic diseases, or One Health collaborations.
- English proficiency required; willingness to travel within Nepal up to 25%.
