Job Purpose

The Regional Data & Analytics Advisor leads the strategic development and implementation of child-focused data and analytics capabilities across the Regional Office. This role enables evidence-based decision-making, program adaptation, and accountability for impact. A key focus is operationalizing the Results for Children (RfC) framework by aligning data systems, processes, tools, and capacities to deliver measurable outcomes for the most vulnerable children.
The Advisor will process and synthesize Impact Measurement data (AIM/AIM Plus/ Grants impact measurements and Annual monitoring data) from Field Offices, applying advanced analytics to generate actionable insights. This role will establish and implement data governance mechanisms, build regional capacity, fosters data literacy, and promotes a culture of strategic learning and innovation.
The Advisor will strengthen Field Offices’ monitoring systems to ensure that routine data collection, validation, and use processes meet quality standards and effectively inform operational and strategic decision-making.
DATA STRATEGY DEVELOPMENT

Lead the development of regionally contextualized data strategies aligned with Our Promise Phase 3 and Results for Children framework.

Translate global data priorities into actionable regional plans.

Establish secure, accessible data repositories with governance protocols.

Serve as a strategic advisor on data and data analytics to Field Offices and regional leadership.

DATA COLLECTION AND ANALYSIS

Develop or adapt GC standardized tools and methodologies for data collection.

Integrate and analyse data from multiple sources, including AIM. AIM plus, donor surveys and reporting.

Design dashboards and automated reports using tools like Power BI and Power Apps.

Ensure interoperability across technical sectors and systems.

Strengthen the use of real-time or near-real-time monitoring data for operational decision-making at program and project levels.

DATA ANALYTICS CAPACITY BULDING AND TECHNICAL SUPPORT

Deliver training and mentorship on data literacy and advanced analytics.

Provide tailored technical support to Field Offices on RfC-aligned strategies. Facilitate regional peer learning and knowledge exchange.

Build FO capacity on routine data analysis, visualization, and interpretation for program improvement and operational decisions.

Support DMEAL teams in conducting trend and variance analyses for performance indicators to identify emerging issues early.

Develop job aids and templates for routine data review meetings and decision logs. Facilitate quarterly data review sessions with FO DMEAL Managers and, program managers, sector leads to translate monitoring findings into action points.

Support integration of grant and sponsorship data within the same monitoring framework to enhance consistency.
EVIDENCE USE – REPORTING AND INSIGHTS
- Lead regional synthesis of AIM/ AIM plus and Monitoring data using descriptive, inferential, and predictive analytics where required
- Produce evidence products (e.g., learning briefs, synthesis reports) for internal and external use.

Collaborate with DME Advisor to ensure data quality and consistency.

Support adaptive management and strategic learning through data insights.

Expand beyond AIM to include coordination with knowledge platforms and tools that promote evidence accessibility.

Support the development of learning products that synthesize evidence into digestible formats for multiple audiences (programming, advocacy, external relations).

Build capacity of FO program & DMEAL leads to Ensure that routine monitoring findings (monthly/quarterly) are systematically synthesized into actionable management briefs for FO and regional leaders.
INTERNAL AND EXTERNAL COLLABORATION

Align Field Office efforts with global frameworks and innovations. Collaborate with sector leads, DME, IT, and Strategy teams for integrated approaches. Engage with external partners to position World Vision as a leader in child-focused analytics.
Required professional experience
- Minimum of 8 years working in data analytics, monitoring & evaluation (M&E), or results-based program design—preferably in humanitarian or development contexts.
- Demonstrated ability to design, implement, and manage data platforms and visualization tools (e.g., Power BI, Power Apps) for strategic decision-making.
- Experience applying child-focused metrics and frameworks such as Results for Children (RfC) or similar impact measurement models.
- Proven ability to conduct descriptive, inferential, and predictive analytics to generate actionable insights and inform program adaptation.
- Skilled in training and mentoring diverse teams in data literacy, analytics, and strategic learning—especially in multicultural and matrixed environments.
- Track record of working across technical sectors and engaging with external partners (e.g., INGOs, UN agencies, donors) to drive innovation and influence.
- Experience working in multicultural, matrixed organizations, with the ability to navigate complex stakeholder environments.
- Deep understanding of Deep understanding of data usage vs data management principles Demonstrated experience in supporting country programs to strengthen routine monitoring and promote data-driven decision-making and ability to build capacity of non DMEAL staff to develop data usage competencies.
Required education, training, license, registration, and certification

A degree in one of the following fields: Data Science, Statistics, Economics, International Development or a closely related discipline
Preferred knowledge and qualifications

High proficiency in statistical analysis
High proficiency in various statistical software of data science (e.g. STATA, R etc.

High proficiency in DMEAL and Level 1 and level 2 indicators
Proficiency in programming languages, including Structured Query Language (SQL) and Java Script would be strongly preferred
Strong proficiency in analytical software and data visualization tools, such as Power BI, Power Apps, or other business intelligence platforms.

Experience facilitating the use of evidence in strategic decision-making at global, regional, or national levels.
Understanding of evidence flows and content governance across large, decentralized organizations.
