Technical Advisor, Global Health Security
This position will be responsible for the management of all global health security (GHS) activities under the EpiC portfolio, which primarily focuses on strengthening the Government of Nepal’s ability to prevent, detect and respond to zoonotic disease outbreaks through cross sectoral collaboration at the national and sub-national level. The Technical Advisor will be required to implement ambitious work plan to improve GHS in partnership with the Epidemiology and Disease Control Division (EDCD), Department of Health Services (DoHS), Ministry of Health and Population (MOHP), and Department of Livestock Services (DLS), Ministry of Agriculture and Livestock Development (MOALD). The Technical Advisor will work closely with the EpiC Nepal Project Director, United States Department of State-funded Strengthening Infectious Disease Detection System (STRIDES) team and the United States Department of State, government officials, and EpiC technical backstops in GHS, strategic information, and program management to achieve an ambitious set of results quickly. This position is based in Kathmandu with frequent field visits (up to 30%) in different parts of Nepal.
Key Responsibilities
- Oversee all technical elements of the GHS project including working closely with the government counterparts including EDCD/DoHS/MOHP, DLS/MOALD, and other respective departments, divisions and centres as well as and other key stakeholders to advance project objectives.
- Provide technical assistance for development, review and testing of contingency plans, standard operating procedures, clinical protocols, joint risk-based surveillance assessment and surveillance plan for zoonotic diseases.
- Develop and improve simulation exercises to support national and subnational preparedness to respond to zoonotic disease outbreaks.
- Provide technical assistance to collect, assemble, and review data related to zoonotic disease outbreaks.
- Provide technical assistance to develop on job training materials on good husbandry practices, farm biosecurity, rational use of antibiotics/drugs, early recognition of notifiable zoonotic diseases, and priority zoonotic diseases.
- Liaise with animal health sector to identify various commodities and drugs required to manage disease outbreaks and epidemics, and support to provide the commodities and drugs as a gap filling measure.
- Facilitate table talks/after action reviews on simulation exercises and emergency responses.
- Engage with multisectoral government structures to ensure strong coordination and facilitate the expansion and operationalization of Federal One Health Action Plan to provinces and districts.
- Liaise with FHI 360 experts in GHS, strategic information, private sector engagement, and more to ensure technical excellence.
- Work closely with local, regional, and headquarters-based staff to ensure the project is delivered on time and on budget.
- Lead the implementation of quarterly and annual work plans and collaborate with finance teams to ensure accurate budget tracking. Contribute to the preparation of program reports, monthly updates, other necessary technical and programmatic documents and documentation of success, lessons learned and good practice.
- Provide technical expertise in preparation and review of project related documents.
- Coordinate and collaborate with technical, strategic information and M&E staff for strengthening One Health approach and strategy.
- Serve as the primary focal point for EpiC Nepal with the United States Department of State on all elements GHS program within EpiC.
- Ensure alignment between EpiC GHS work and other FHI 360 projects focused on GHS.
- Any other tasks assigned by the supervisor or Country Representative.
Requirements
- Bachelor’s degree in public health or other relevant subject with 8 years of experience in animal health/One Health, or a related area or Masters’ degree with 5 years of similar experience is considered equivalent.
- Experience in zoonotic diseases, animal husbandry, biosafety and biosecurity and how to apply principles, experiencing building the capacity of others on these topics preferred.
- Experience managing small donor-funded projects, ideally with funding from the United States Government.
- Experience working with MoHP, MoALD and their respective departments, divisions and centers is desirable.
- Ability to communicate and coordinate with multi-sectoral stakeholders, with strong coordination, communication, and interpersonal aptitudes.
- Ability to work efficiently and effectively in an IT environment.
- This role requires flexibility for domestic travel, up to 30% of the time.
- Ability to work independently to meet ambitious deliverables while collaboratively engaging other technical experts to supplement expertise.
- Proactive in managing multiple tasks and flexible and open to managing time for working with different teams in different time zones as needed.
- Excellent interpersonal, organizational, communication, team building and management, and problem-solving skills.
- Excellent oral and written English and Nepali including documentation skills.
