Organizational Context and Scope

Under the overall supervision of the Chief of Mission and the direct supervision of the Programme Manager, the Project Officer (Socio-Economic Integration, Child Protection, and Livelihood) will mainly be responsible for the implementation of the project “Project to Support Socio-Economic Integration and Well-being Initiatives for Mobile Families and Children in Guinea,” financed by the Directorate General for Development Cooperation of the Italian Ministry of Foreign Affairs, through the Italian Agency for Development Cooperation (AICS).

The project aims to strengthen national and community-level capacities to protect displaced and returning migrant children living in vulnerable and dangerous conditions in Guinea. It focuses on improving coordination among governmental institutions, civil society organizations, communities, and other relevant stakeholders to enhance child protection systems, reinforce community-based protection mechanisms, and support informed decision-making within families and communities.

Particular attention is given to mobile families and children affected by migration, displacement, and return.

Within this framework, the Project Officer will assist in the planning, implementation, coordination, monitoring, and reporting of project activities, in compliance with IOM regulations, donor requirements, and the standards and procedures of Italian funding via AICS. The Project Officer will also contribute to resilience and livelihood programme activities, particularly those focused on migration-related livelihoods, vocational training, skills development, and socio-economic integration, targeting mobile families, children, and vulnerable communities.

Responsibilities

      • Assist in the implementation of the project financed by AICS, ensuring activities are delivered on time, within budget, and in line with approved workplans and expected results.
      • Support interventions aimed at strengthening child protection systems, community-based protection mechanisms, and socio-economic integration initiatives for mobile families and children.
      • Coordinate effectively with government ministries, local authorities, civil society organizations, community leaders, international partners, and other stakeholders to enhance multi-sectoral collaboration and alignment with national priorities.
      • Support the establishment or strengthening of community-based protection mechanisms serving as alert, referral, and dialogue platforms for displaced and returning migrant children.
      • Monitor project progress, conduct field visits, collect and analyse data, and document results, lessons learned, and good practices.
      • Monitor and contribute to the implementation of protection assistance and interventions, including, case management, development of protection tools and guidance, and ensuring safe programming in line with IOM’s policies on safeguarding, Gender-Based Violence (GBV), and Counter-Trafficking and global best practices.
      • Identify implementation challenges and risks and provide recommendations to the Programme Manager.
      • Prepare high-quality narrative reports, donor updates, briefing notes, and other project documentation in accordance with IOM and AICS requirements.
      • Coordinate with finance, procurement, and administrative units to ensure compliance with IOM procedures and support budget management.
      • Coordinate operational activities with project staff, consultants, and implementing partners as assigned.
      • Support donor visibility and communications, in collaboration with the IOM Communications unit.
      • Contribute to knowledge management, lessons learned, and best practices related to child protection, migration, and socio-economic integration.
      • Contribute to the implementation of resilience and livelihood programme activities, particularly migration-related livelihoods, vocational training, and skills development initiatives.
      • Integrate IOM cross-cutting priorities, including accountability to affected populations (AAP), protection mainstreaming, gender equality and inclusion (age, gender, disability), PSEA, conflict sensitivity, and environmental sustainability.
      • Perform other duties as may be assigned.

Qualifications

Education

      • Master’s degree in Social Sciences, International Development, Migration Studies, Child Protection, Law, International Relations, or a related field from an accredited institution with two years of relevant professional experience; or,
      • University degree in the above fields with four years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

      • Experience in project management, preferably within UN agencies, international organizations, or NGOs;
      • Experience in child protection, livelihoods, socio-economic integration, vocational training, or community-based programming;
      • Prior experience managing Italian donor-funded projects (AICS) is an asset; and,
      • Experience working with government counterparts, civil society organizations, and community-level stakeholders.

Skills

      • Strong project management, coordination, and organizational skills, including proven ability to coordinate multiple stakeholders across sectors and levels;
      • Excellent analytical, drafting, and reporting abilities;
      • Ability to manage multiple tasks, meet deadlines while adhering to established workplans and guidance;
      • Strong interpersonal and communication skills with cultural sensitivity; and,
      • Familiarity with IOM operational procedures and results-based management is an asset.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM’s official languages (English, French, Spanish).

For this position, fluency in English and French is required (oral and written).

Working knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
