English Language Development Program Administrator

Position Summary: 

This position assists in ELD program implementation and oversight at schools, curriculum development, high-quality, English language related, professional development, coaching/modeling for OKCPS staff. ELD Program Administrators work with a number of schools within the district to assist schools in meeting ELPA targets for assigned schools as they assist with English Language Development program design and implementation.

Essential Duties:

  • Plans and implements on-going training with administrators, ELD Site Coordinators, ESL teachers, bilingual paraprofessionals, regular classroom teachers, assistants and other staff.
  • Provides ongoing modeling, mentoring and coaching for instructional personnel at school sites.
  • Collaborates and coordinates with OKCPS staff in implementing OKCPS approved programs of instruction for English Language Learners.
  • Assists teachers in the planning and delivery of lessons aligned with ELD/content standards.
  • Performs analysis, assessment and design of customized prescriptive interventions and classroom placement for English Language Learners, ensuring that they are identified, placed, and served according to Federal, State, and District guidelines, and that school ELD program meets district guidelines.
  • Collaborate with building administrators to plan and build a comprehensive ELD program for each school year (ELD teacher assignments, scheduling ELD and sheltered classes, bilingual paraprofessional schedule) which is integrated with the school’s master schedule. 
  • Observe ELD teachers, bilingual paraprofessionals and mainstream classroom teachers serving English learners in regular education, sheltered classes, and ELD classes, including instructional practice, professional development pursuits, interpersonal and leadership skills, while identifying high- and low-effectiveness performers to provide clear and actionable feedback and resources to site administrator 
  • Assist in the tracking of ESL certification for ELD teachers 
  • Participate in the hiring of ELD teachers, bilingual paraprofessionals, and other relevant staff directly serving EL students (such as newcomer graduation specialists and sheltered teachers) 
  • Assist the school principal in serving as an instructional leader for ELD programming of the building to achieve and sustain high levels of EL student learning and growth.
  • Promote the overall effectiveness of Language and Cultural Services by performing tasks and sharing responsibilities of other members of the Department, in accordance with Title III guidelines and department needs, during peak periods or when there is an overload of duties.
  • Performs other duties as assigned by the director of Language and Cultural Services.

Minimum Qualifications (Knowledge, Skills and/or Abilities):

  • Bachelor’s degree required.
  • Current Oklahoma teaching certificate with certification in ESL/Bilingual Education required.
  • Master’s Degree in ESL and/or Bilingual Education preferred.
  • Possess SIOP training or five (5) years of successful ESL/BE teaching experience preferred. 
  • Ability to adjust teaching/training styles to a variety of ages, disciplines, levels, and competencies. 
  • Sensitive to cultures represented in OKCPS. 
  • Skilled in working cooperatively with others; e.g., bilingual assistants, teachers and administrators. 
  • Proven performance in educational language program management; developing and implementing instructional strategies for English Language Learners (ELs). 
  • Background in laws, policies, and research related to ELs.
  • Relevant experience may be substituted for formal education at a 2:1 ratio. Therefore for every 1 year of college lacking, 2 years of directly relevant experience may be substituted.

Physical/Mental Requirements: 

  • Must have adequate manual dexterity to write legibly and perform required duties on the computer. 
  • Must have adequate visual acuity to read, interpret and transcribe written material and other required duties.
  • Requires normal range of hearing and clear speaking abilities to interact appropriately with others in person and on the telephone.
  • Requires some stooping, bending, stretching and occasional lifting not to exceed 25 pounds. 
  • Sitting for prolonged periods of time.
  • May periodically require work outside of normal business hours, including weekends, under sometimes. stressful conditions in order to meet business needs and strict deadlines.

Work Environment: 

  • Office duties will be performed in a well-lighted, climate controlled environment. 

Reports To: Director of Language and Cultural Services 

FSLA Status: Exempt 

Compensation: 917

Work Days: 196 days, 8 hours per day

FTE: 100
