As an Associate Project Analyst, you will provide support to country operations and administration functions in SPSO; provide analytical and statistical support to projects in the assigned sectors; coordinate and consolidate information, and provide analytical, statistical, and coordination for project processing/administration, and program and portfolio management.
You will:
- Project Processing: Contribute to the preparation of project processing documents including project Administration Manual (PAM) by gathering and consolidating data in the appendices, and preparing draft on various sections, for example, project description/scope, project cost, loan allocation, procurement, loan covenants, etc.
- Data Management: Oversee the data repository for SPSO countries and their related portfolios, compile and process data for reports, and alert the Country Operations Head and/or Country Program Specialists about potential risks.
- Country program: Maintain the country program and strategy databases, visualize country program data, and coordinate with team leaders as needed to ensure information is complete and up to date.
- Portfolio Performance: Suggest actions to improve program and portfolio performance, coordinate meetings, record minutes, and ensure implementation of agreed measures.
- Project Administration:
- Prepare and update the ADB project performance monitoring systems (EOps/SovOps) and participate in the Sector Groups (SGs) or Regional Departmental project meetings when needed.
- Monitor and analyze the actual awards and disbursements against targets to identify shortfalls and their underlying causes and follows up these matters with the Executing/Implementing Agencies.
- Participate in various missions as required such as inception, review, mid-term mission and project completion report missions by providing independent support in: (i) collecting data on contract awards and disbursements, (ii) reconciliation of project accounts, (iii) Compliance with loan covenants, (iii) familiarizing Executing Agencies with ADB’s loan procedures; (iv) assisting them where necessary in the preparation of various reports and applications.
- Disbursement Processing: Follow up on withdrawal applications, review them for compliance, and update financial systems.
- Information Handling: Act as the first point of contact for data requests from government agencies and coordinate responses.
- Capacity Development: Support capacity development activities for agencies implementing ADB-financed projects.
- Other Responsibilities: Perform additional tasks as assigned and stipulates in the workplan.
Qualifications
You will need:
- Bachelor’s degree in a relevant discipline e.g., Business Administration, Accounting, Computer Science, Data Science, etc.
- At least 5 years of relevant work experience; related experience in international agencies in an advantage;
- Experience undertaking background research on difficult but well-defined tasks, collect and organize required data, analyze, and prepare notes, papers, and sections of reports.
- Ability to establish professional relations within the workplace and externally with appropriate officials of the host government, donor agencies, and executing agencies.
- Proficiency in using computer-based applications for performing document processing, spreadsheets , graphics, database applications, and other required information technologies; advanced skills in using Excel spreadsheets are an advantage;
- Familiarity with local languages and institutions
- Ability to guide other junior colleagues on assigned areas of work, and work with individuals from different cultural/national backgrounds;
- Excellent written and verbal communication skills in English
