UNDP believes that the people of Indonesia should have ownership over the programmes and projects we support. All UNDP programmes therefore actively promote the spirit of mutual respect, support and accountability and subscribe to the principle of national ownership as enshrined in the Jakarta Commitment – a declaration put forward by the government and its development partners in 2009 to strengthen aid effectiveness in Indonesia. In the true spirit of national ownership, all of UNDP’s assistance in Indonesia is implemented by national entities, including line ministries and the Ministry of National Planning and Development, and at the subnational level by line departments, provincial and district authorities as well as community groups.
While each programme supported by UNDP has specific and varied objectives, capacity development is one aim that all UNDP programmes – in Indonesia and worldwide – have in common. This takes on many forms including institutional reform, leadership development, education, and training for members of the public such as journalists, and women’s communities. In line with this logic, UNDP advisers work side by side with Indonesian counterparts to strengthen capacities in technical matters, policy formulation and budget planning, amongst others.
Social forestry plays a pivotal role in promoting sustainable forest management and advancing climate action within the REDD+ framework. A key strategy involves postponing tree cutting to enhance carbon storage, aligning with REDD+ objectives and making a significant impact on climate change mitigation. Since 2019, the Indonesian Environment Fund (IEF) has applied this strategy through its Revolving Fund Facility (RFF) by using deferred tree cutting as collateral for loans. This approach optimizes forest resources for carbon sequestration and biodiversity conservation.
The application of conventional revolving loan scheme through RFF has made notable progress. As part of its forward-looking strategies, the IEF identifies a strong opportunity for Sharia-compliant financing scheme to meet the specific interest of the predominantly Muslim population. This effort is expected to greatly expand its reach and effectiveness, unlocking new opportunities for sustainable and inclusive financing.
In the above context, the IEF is collaborating with UNDP through the UN-REDD Programme in establishment of Sharia-compliant internal procedures and governance frameworks, as fundamental tools for its RFF to fully comply with Sharia-based loan scheme. In support of this ten-month initiative, UNDP Indonesia is seeking a dynamic and skilled Administration and Finance Assistant to support the handling of administrative and financial aspects. This role is crucial to ensure effective management of administrative and financial documentation throughout the initiative implementation.
The selected Administration and Finance Assistant will be based at the Indonesian Environmental Fund (IEF) office in Jakarta, Indonesia.
Under the direct supervision of National Project Manager – UNDP Indonesia and Director for Fund Distribution IEF, the UN Volunteer will undertake the following tasks:
1. Support to compile, summarize, and present basic information/data on the development of the initiative of Strengthening Social Forestry in REDD+ through Sharia-Compliant Business Revolving Fund Facilities under UN-REDD Programme.
2. Support to review assessment documents for completeness and compliance with rele-vant rules and procedures prior to submission for final approval and signature; identifies inconsistencies; distributes project documents to relevant parties upon approval.
3. Support the focal point for Administrative and office coordination of project implemen-tation activities to process and follow-up on administrative actions, e.g. recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, security compliance, etc.
4. Support for provision of general office assistance such as response to simple information requests and inquiries; reviews, logs and routes incoming correspondence; establish-ment of filling system and maintenance files/records; organization of meetings, work-shops; routine administrative tasks, including maintaining attendance records, assessing telephone billing, etc.
5. Support in updating database of the relevant public and development partners private sector, civil society and other stakeholders who are counterparts for the project.
Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities. ;
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
• Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
