Job Overview

The Assistant Director Multilingual Programs will provide leadership in the overall development and management of district curriculum, Bilingual, ESL, and World Language programs, emergent bilingual (EB) student compliance, Title III initiatives, teacher and administrator professional learning, and identification of recommended strategies and resources for the assigned program area. The incumbent will ensure effective implementation of instructional and/or program models for Bilingual, ESL, and World Languages to promote the District’s vision for Teaching and Learning.

Position Description

Essential Duties and Responsibilities

Instructional Leadership

  • Lead the development, design, and delivery of the district’s ESL programming to ensure alignment at the elementary and secondary level
  • Lead the development, design, and delivery of the district’s Dual Language Immersion program model
  • Lead the development, design, and delivery of the district’s World Language program
  • Lead the development, design, and delivery of programming specific to the needs of Newcomer students
  • Work in collaboration with the Director of Multilingual Programs to ensure alignment of curriculum, instruction, and assessment to support student achievement
  • Engage in ongoing research and data analysis to recommend curriculum, instructional materials, resources, strategies, interventions, and assessments that support language acquisition

Curriculum Support & Professional Learning

  • Lead the coordination and implementation of the curriculum and instructional programs for ESL students
  • Lead the coordination and implementation of the Dual Language Immersion curriculum and instructional programs for BIL students
  • Lead the coordination and implementation of the World Language curriculum and instructional programs for WLAN students
  • Communicate with campus and district leaders to monitor the implementation of Bilingual, ESL, and World Language programs
  • Design, coordinate, and conduct professional learning and presentations for BIL/ESL/WLAN instructional staff, general education teachers serving emergent bilingual (EB) students, district personnel, parents, and other stakeholders
  • Plan and coordinate district-wide curriculum events, contests, and showcases related to the District’s instructional programs
  • Organize and develop instructional walk through protocols to measure the implementation of the written curriculum
  • Collaborate with district departments to analyze data related to yearly progress and success of emergent bilingual (EB) students to determine professional learning and programmatic decisions
  • Attend state and national workshops/conferences and serve on committees to advance programs for language learners
  • Serve as a member of a Campus Support Team and/or Program Walk Team to engage in instructional and/or programmatic walk-throughs and facilitate campus support structures in collaboration with campus principal and district leaders

Administrative & Program Management

  • Coordinate and provide leadership on Title III initiatives including, but not limited to, maintaining data/documentation in accordance with Title III
  • Coordinate and provide leadership on emergent bilingual (EB) compliance including, but not limited to, LPAC processes
  • Coordinate and provide leadership for parent, family, and community engagement activities to enhance or supplement language instruction educational programs for emergent bilingual (EB) students
  • Work with campus staff to ensure the correct identification, assessment, and placement of emergent bilingual (EB) students
  • Provide support to campus and district staff in the allocation and selection of highly qualified staff for Bilingual, ESL, and World Language programs
  • Develop a budget based on alignment to district priorities and ensure that operations are cost effective and managed wisely
  • Facilitate and serve on committees to advance effective programming for emergent bilingual (EB) students
  • Update required district documents including the District Improvement Plan and District Strategic Plan
  • Collaborate in the selection and implementation of professional development consultants, instructional resources and priorities
  • Provide guidance on decision making regarding instructional assessments and resources
  • Collaborate and coordinate summer programs for emergent bilingual (EB) students
  • Coordinate and monitor the implementation of programs to support language learners to ensure alignment to the District’s Mission and Vision
  • Provide leadership and direction to campus based contacts to support implementation of programs to support language learners
  • Adhere to all federal, state, and local laws and policies

Supervisory Responsibilities

  • Assist in the process of recruiting, screening, interviewing, and hiring of assigned staff
  • Initiate personnel actions including documentation and termination under the guidance of Human Resources
  • Conduct performance appraisals of assigned staff
  • Address complaints and resolve problems in a timely manner
  • Monitor the implementation of Bilingual, ESL, and World Language programs to ensure alignment to the District’s Mission and Vision

Qualifications

Qualification Requirements

  • Master’s degree
  • Valid Teaching Certification Issued by Texas Education Agency appropriate to subject and grade level of assignment
  • Valid Texas Mid-Management or Principal Certification preferred
  • Valid Texas ESL Certification
  • Valid Bilingual Certification preferred
  • Minimum of 5 years of successful teaching experience as a Bilingual or ESL teacher
  • Minimum of 5 years of district level leadership experience specifically in the Multilingual Department
  • Demonstrated knowledge of effective instructional practices to support language learners
  • Demonstrated knowledge of best practices related to the implementation of district initiatives
  • Demonstrated knowledge in curriculum, instruction, and assessment development
  • Demonstrated knowledge in Bilingual (Dual Language), ESL, and World Language programs
  • Demonstrated knowledge of Title III
  • Demonstrated knowledge of emergent bilingual (EB) compliance, including, but not limited to, LPAC processes
  • Advanced knowledge and expertise with Microsoft Word, Excel, PowerPoint, Access
  • Excellent communication and interpersonal skills, both orally and in writing

The employee is regularly required to use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; and talk or hear. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus. Attendance at conferences and professional development is required. Work involves everyday risks and discomforts which require normal safety precautions when operating equipment or performing job duties. May work prolonged or irregular hours and must be able to maintain emotional control under stress.

Additional Information

  • This position requires travel to various campuses and district meeting sites. This position requires travel to conferences/meetings in and out of state. This position requires the employee to work nights and weekends.
