Organizational Setting

The Department of Technical Cooperation (TC) consists of the Office of the Deputy Director General, four regional Divisions (Africa, Asia and the Pacific, Europe and Latin America and the Caribbean), the Division of Programme Support and Coordination and the Division of the Programme of Action for Cancer Therapy (PACT). It provides strategic direction for the IAEA’s technical cooperation programme, and is responsible (in close collaboration with Member States) for the planning, formulation, implementation and monitoring of the programme, in line with the IAEA Medium Term Strategy.

The Division of Programme Support and Coordination (TCPC) is responsible for the development, promotion and consistent application of strategies, policies, standards, tools and systems to support the TC programme. This includes quality assurance and enhanced results-based programme management, training and capacity development, expanded cooperation through existing and new partnerships and resource mobilization, efficient management of financial resources, data and information, as well as outreach and reporting.

The Finance and Information Management Section (TCFIMS) is responsible for the development, standardization and consistent application of implementation tools, processes and agreements; for the efficient use of programme funds through budgeting and financial monitoring; for providing supporting information, data and statistics; and for the development and enhancement of information technology support systems including communication systems.

Main Purpose

Reporting to the Unit Head, Information Technology, the Associate Applications Support Officer leverages technical knowledge to provide day-to-day support and maintenance for the software applications used by the Member States as well as IAEA staff members. It includes first-level support for the Agency’s Event Application Management software systems, TC’s Programme Cycle Management System as well as including providing support related to the use of IAEA’s Enterprise Resource Planning (ERP) System known as AIPS (Agency Wide Information System for Programme Support).

Role

The Associate Applications Support Officer is: (a) a technical associate in analyzing and troubleshooting business software applications providing support for software systems solutions used by Member States and IAEA personnel with a focus on efficiency and compliance with IAEA regulations and rules; (b) an associate in analyzing business users’ needs to improve the use of existing software systems; (c) a software quality assurance person and (d) a software applications tester assisting the user acceptance tests of bespoke and off the shelf software systems applications.

Functions / Key Results Expected

– Provides first-level support to the Member States as well as IAEA staff members for smooth running of various software applications, including but not limited to, the Agency’s Event Application Management Software systems, TC’s Programme Cycle Management System, TC project monitoring and reporting systems and issues arising from the use of the Agency’s Enterprise Resource Management systems. Assist in supporting existing TC business processes, making recommendations on the enhancements of the existing software applications with a view to enhancing efficiency.

– Provide application support, including incident resolution, assist introducing new features and configurations to reflect changes in Department or IAEA Policies.
– Maintain the configuration of active automated processes for TC project planning, implementation and reporting, leveraging new solutions against existing configurations and ensuring that all support resolutions are documented.

– Perform data quality check for TC related projects both within TC systems and the Oracle Enterprise Resource Planning System (ERP). These include, among other things, taking effective measures to clean-up duplicate data contained withing TC systems and Oracle contacts online, assigning roles in supported systems as directed by the TC Regional Divisions as well as by other Departments where necessary.

– Actively participate in testing to validate that the implemented features meet requirements.

– Prepare user manuals in support of upgrades, enhancements and refresher courses, assist in delivering training to internal and external users.

Qualifications, Experience and Language skills

  • Bachelor’s Degree – University degree in Computer Science and Technology, Computer Engineering, Informatics, or other related fields.
  • Some related experience in supporting software systems used by users having various level of skill set, especially experience in supporting external users of a Web-based software application system.
  • Experience in requirements analysis, user acceptance testing is desirable.
  • Experience in writing training materials of software systems will be an asset.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $39401 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 23916, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks’ annual leave, home leave travel, pension plan and health insurance.
