Organizational Setting and Reporting Relationship

The position of Associate Tribunal Operations Coordinator is assigned to the ADB Administrative Tribunal (ADBAT) within the Office of the Secretary (SEC). ADBAT is ADB’s independent judicial body created to hear and pass judgment upon any application by which an individual member of the staff of the Bank alleges non-observance of the contract of employment or terms of appointment. You will be based at our headquarters in Manila, Philippines. You will report to Advisor, SEC and Head, Information Access Unit.

Your Role

  • As an Associate Tribunal Operations Coordinator, you will manage the administration of important activities for ADBAT and coordination of procedures with the Office of the President, Office of the General Counsel, and other relevant offices. You will provide overall support to the ADBAT Judges, Executive Secretary, and Senior Attorney and support other activities within SEC.

You will:

  • Organize ADBAT sessions and travel arrangements of Judges; help reformat and proofread draft decisions; and serve as a channel of communication between external parties, the ADBAT Judges, and the secretariat.
  • Manage the ADBAT budget, in consultation with the SEC budget coordinator, and process requests for payments, claims, and reimbursements.
  • Process the selection and appointment of Judges, Executive Secretary, and Senior Attorney to the ADBAT.
  • Arrange meetings of the Committee on Administrative Tribunal Matters (CATM), prepare meeting materials, and maintain the summaries of records.
  • Assist the Executive Secretary in reviewing/updating ADBAT’s Statute and Rules and Manual of Operations and coordinate the publication/re-printing of ADBAT Annual Reports and the Statute and Rules.
  • Prepare and transmit judicial documents and draft administrative memos and communications for the Executive Secretary; answer inquiries on routine Tribunal procedures; coordinate the transmittal of Tribunal documents to different parties; observe and monitor the time limitations and deadlines on pleadings; and transmit Tribunal instructions to parties, Judges, Staff, and other ADB personnel.
  • Undertake legal research requested by the Judges and ADBAT secretariat.
  • Coordinate special events under the guidance of the ADBAT and analyze data from comparator institutions to improve processes and management.
  • Update the ADBAT website including the decisions and contribute to the content of the SEC website.
  • Process the selection and appointment of members of the Independent Appeals Committee (IAP).
  • Arrange meetings of the IAP, prepare meeting materials, and maintain the summaries of records.
  • Provide support to the management of events, including the Annual Meeting of the Board of Governors.
  • Support SEC’s knowledge management activities and other projects.

Qualifications

You will need:

  • Bachelor’s degree preferably in Business Administration, Economics, Finance, Communications, or related fields.
  • At least 5 years of relevant professional experience.
  • Good research and data analysis skills
  • A high degree of integrity in handling confidential matters.
  • Demonstrated client orientation; sensitized to working in a diverse and multicultural environment.
  • Proficient in standard software programs used in multilateral organizations and developing web-based material.
  • Work collaboratively within teams as a constructive team member.
