The Team

Since we opened our China Country Office (CCO) in Beijing in 2007, we have been committed to supporting our Chinese partners as they play an ever-increasing role in improving the health and well-being of people both in China and around the world. We provide financial and technical support to our Chinese partners and build bridges for international collaboration to help them accelerate innovations in health, agricultural development and poverty reduction for application in low- and middle-income countries (LMICs) around the world. We create broad new partnerships to ensure these innovations reach vulnerable populations at scale, as quickly as possible. Together we have seen the tremendous impact that life-saving innovations can have when they become available to those most in need.

The CCO is part of the Global Policy and Advocacy (GPA) Division. The mission of the Division is to understand and shape the public policies affecting the foundation’s work, build support for its major program and policy objectives, and develop partnerships and alliances that can advance the foundation’s objectives nationally and globally. Because the foundation’s resources alone are not enough to solve the challenges ahead, GPA also supports advocacy efforts to engage diverse stakeholders and promote innovative solutions that advance our program goals. We work in close partnership with grantees, our colleagues in the Global Health, Global Development, Global Growth & Opportunity, and Gender Equality programs and foundation Communications, to build the environment in which all people have the opportunity to lead healthy and productive lives.

Your Role

The CCO’s Health, Innovation & Partnership (HIP) team is recruiting a Senior Officer, Health Product Research & Development to 1) build key global health innovation partnerships, especially partnerships serving the needs of Sub-Saharan Africa; 2) identify, expand and accelerate domestic health innovation in China; and 3) shape and support the market access and delivery of global public health goods from China. The postholder will work with innovators and manufacturers on product development projects, support the foundation’s program teams in shaping and implementation of our global strategy on diagnostics, genomic surveillance, and other innovative technology solutions; and work with global partners to enhance demand, commercialization, and market access. The activities range from strategic planning, business development/due diligence, facilitating technical exchanges, to project funding and implementation, and post-funding project management, in alignment with foundation and CCO strategies.

This is a limited-term position (LTE) for nine months, based at the foundation’s CCO in Beijing, and reporting to the Deputy Director, Health Innovation Partnerships.

What You’ll Do

Scout opportunities and manage collaboration with product development partners and global health innovation initiatives, focusing on innovative diagnostics solutions, including in-vitro diagnostics, ultrasound, and pathogen genomics.

Serve as a facilitator for improving the access to Chinese developed and/or manufactured drugs, diagnostics, and vaccines in public and private markets of LMICs. Initiate and manage projects on market demand forecasting, competitive landscaping, and pricing and other market-shaping conditions.

Manage the foundation’s relationship with product development and ecosystem partners to ensure strategy alignment.

Manage grants for assessing Chinese manufacturers’ readiness for WHO-prequalification or other regulatory approvals, and providing support to selected Chinese manufacturers in their efforts toward achieving WHO-prequalification, as well as product launch and market access strategies.

Serve as a lead in developing, reviewing, and managing grants and contracts for assigned projects or programs in his/her responsibility areas in China.

Engage with a global network to strengthen global public goods development, technology transfer, manufacturing, and global market access.

Work with domestic business development partners to identify opportunities for global impact in assigned program and project areas, providing required technical support and expertise.

Work with other members on the HIP team, as well as other teams across the foundation, in supporting strategic initiatives and activities as needed.

Your Experience

Bachelor’s degree is required, preferably in a health-related field, or an advanced degree in medicine, biomedical engineering, biology, chemistry or laboratory science.

A minimum of 8 years of experience in the private sector, not-for-profit, or other institutions focused on health or global health.

Clear understanding of global health program implementation, partnering with Chinese ministries, international partners, not-for-profit organizations and others.

Working knowledge of the product development lifecycle – from needs analysis, clinical evaluation, global regulatory, WHO prequalification, to global market access and demand creation, is required.

Knowledge of LMICs’ health needs is highly desired.

Demonstrated strategic planning and program management experience in the field of health product Research & Development, manufacturing and quality assurance. Additional experience in supply chain management, technology transfer, or due diligence is desired.

Strong strategic/critical thinking and program management/implementation skills. Solid interpersonal skills in working internally with a team of diverse backgrounds in a matrixed team environment.

Solid relationship management skills and experience in working with a range of external partners, such as consultants, private sector leaders, international organizations, government organizations, and academia. Ability to maintain professional and upbeat demeanor.

Exceptional results orientation, combined with innovative and open-minded approach to all aspects of work.

Excellent written and oral communication skills, for a diverse audience. Strong presentation skills, including the ability to represent the foundation at external meetings.

Advanced PowerPoint and Excel, especially using these tools to communicate results.

Fluency in both English and Chinese (written and verbal) required.

Willingness to travel up to 30% domestically and internationally.
