Overall purpose of the role

The role will work to a) ensure effective management of CCCM project implementation thorough local partners, b) representation of DRC in CCCM and Shetler cluster, c) reinforce the sector through ensuring strong community engagement

The Camp Management Manager oversees complex and diverse portfolio of local partners, responsible for scale up and roll out of DRC’s CCCM approach in oPt in coordination with CCCM, shelter and other clusters and relevant authorities. This includes systematic inclusion of people from all age groups in the community governance structure, building capacity and establishing effective collaboration with local partners and diversity of stakeholders. Effective site monitoring tools in collaboration with cluster, beneficiary registration, and working closely with the Local partners. The role aims to ensure teams provide a lifesaving response and coordinate with Shelter, WASH, Health, Nutrition, Mine Action, and integrated protection response so that the displaced families can access basic needs and services in the sites and to work with DRC’s approach in mitigating displacement in hard-to-reach areas in Gaza.

Duties and Responsibilities

Coordination and Information Management:

  • In coordination with DRC local partners, ensure the site-based meetings are taking place on a regular basis and ensure all communications, including minutes of meetings are disseminated on a timely basis.
  • Ensure representation of DRC in CCCM and Shelter cluster, offering technical support to Cluster team when needed.
  • Ensure local partners’ Site Management teams’ presence through Mobile CCCM approach.
  • Coordinate the operational entities, provision and equitable access to services and protection in accordance with international standards aimed at guaranteeing the dignity of people and equitable access to basic services and fundamental rights.
  • Establish per site a contact master list of stakeholders working in the site. Site level service mapping and monitoring through the shared site monitoring tool (including levels of services delivered). These should be shared in the regular site level coordination meetings with all partners working in the site
  • Ensure an efficient and equitable use of resources – once site needs and gaps are identified, work with local and international actors, local authorities, and clusters, to fill the gaps. Once site level referral process is established, utilise this as much as possible to channel site level referrals
  • Monitoring of population size, movements (new arrivals and departures) within the sites in coordination with DRC local partners and CCCM cluster.

Mobilization and participation of the inhabitants of the site:

  • In coordination with DRC local actors and DRC CCCM specialists, ensure effective site level community governance is in place.
  • Ensure that different gender, PWD and vulnerable or minority groups are represented and participate to the established representation structures
  • Establish a community system under protection guidance to monitor and maintain common facilities
  • Mobilization and participation of the inhabitants of the site for supervision and maintenance of infrastructure

Community participation:

  • In close collaboration with DRC CCCM specialists and DRC local partners, ensure dissemination of information regarding assistance and services both to the population living in the site and to other interested parties
  • In coordination with DRC MEAL and DRC CCCM specialists, ensure establishment of Complaint feedback mechanism to collect, analyze, share, refer and / or take action regarding the population’s complaints and feedback.
  • Ensure DRC local partners are providing feedback to community on actions taken against their complaints and feedback (closing the loop)
  • In collaboration with the community, ensure conducting awareness-raising activities regarding services and risk mitigation e.g. protection and WASH messaging

Site improvements and maintenance:

  • Working closely with DRC CCCM specialists, support local partners identifying site improvement work based on findings from safety audits and other site level assessments of site environment and infrastructure
  • Support DRC local actors in designing site improvement work (ie; BoQ, assessing local market, tracking procurement, PDM)
  • Ensure care and maintenance of site infrastructure, including minor repairs and cleaning, while mitigating the impacts of environmental degradation (including through CfW and provision of cleaning materials)
  • Mobilization and participation of the inhabitants of the site for supervision and self-help maintenance of infrastructure
  • Establish dedicated community facilities such as site level community centres, communal kitchens, distribution areas etc.

Program design, management, and implementation:

  • Conduct assessments, identify gaps, lead development of concept notes and project proposals,
  • Ensure community and stakeholder participation, develop all the implementation plans and manage the implementation of all the CCCM activities.
  • Refer identified gaps to relevant forums or advocating with CCCM and shelter cluster, authorities, and humanitarian partners for additional support.
  • Contribute to the strategic direction of the oPt Country Program Operation through participation in strategic planning meetings and developing strategic documents
  • Supervise the implementation of the projects through monitoring and evaluation (quality control, monitoring objectives, and indicators), to ensure that CCCM activities are implemented following agreed strategies, principles, implementation plans, and donor requirements.
  • Ensure timely and regular project documentation and reporting on the project – including performance/progress assessments against pre-defined project objectives, outputs, activities and indicators.
  • Promotion of learning from relevant best practices internally and externally.
  • Support preparation and review of donor reports for Site Management components for submission.

External Relations

  • Represent DRC at the Site Management working group, Shelter cluster, and WASH cluster in Gaza on a regular basis and establish strong links with all Site Management and other sectors.
  • Stay up to date with donor strategies and practices within oPt and provide technical support to the Head of Operations in donor relations.
  • Maintain close collaboration and good relations as required with donors and other partners.

Oversight of Implementation:

  • Navigate and mitigate protection risks, access, eviction threats and systemic gate keeping that results in aid diversion in assistance delivery.
  • Oversee the development and implementation of DRC integrated activities along with other sector leads (in DRC and DRC consortium partners) Protection, Mine Action, Shelter, and MPCA.
  • Conduct frequent field visits to monitor the quality of sector implementation and be the interim focal point between the office and the field to highlight gaps and address needs.
  • Improve collection of site monitoring data in informing responses at IDP sites, for the purposes of analysis and advocacy. Mainstream Age, Gender and Diversity (AGD) in all activities.
  • Support the Area Manager and DRC local partners to monitor financial commitments and expenditures against budgets with under respective grants.
  • Ensure that the organization’s financial, logistics, safety and security and human resources policies and procedures are implemented in relation to all field staff

Capacity building:

  • Together with the DRC CCCM Coordinator, DRC CCCM specialists, and Protection coordinator, identify gaps in capacities and opportunities for the roll-out of targeted capacity building activities for the local partner staffs and community groups.
  • Take lead in the arrangements of venue training in terms of ensuring procurement and logistics support in collaboration with support service team.
  • Support DRC CCCM specialists in coaching and mentoring of DRC and DRC’s local partners staffs.

Experience and technical competencies:

  • Minimum 5 years’ proven and successful track record of humanitarian experience, with at least 2 years of work experience in the CCCM project implementation
  • Excellent skills in establishing and building relationships with community
  • Excellent ability to understand the needs of displaced persons
  • Basic conceptual understanding of gender, protection, and human rights
  • Good representation, negotiation, interpersonal, and communication skills
  • Strong team spirit and ability to work comfortably in multi-cultural contexts
  • Experience with using basic software, such as MS Word and Excel
  • Ability to write situational briefings
  • Ability to spend extended periods of time in field conditions
  • Ability to come up with innovative solutions in extremely challenging working environment
  • Experience in remote management (Added advantage)
  • Experience in implementation through local partners (Added advantage)
  • Experience in Shelter project implementation (Added advantage)

We offer

Contract length: 12 months, pending funding approval

Position Band: This position will be placed at Management band (F2)

Start date: April 2025

Duty station: Gaza

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Nationals or Expatriates.
