Position Overview

The Clinton Health Access Initiative (CHAI) is seeking a highly motivated and mission-driven individual with strong public health management experience and strategic thinking skills to help support CHAI’s dengue control activities in Lao PDR. This individual will play a pivotal role in helping the government plan for introduction of new, highly impactful control tools to reduce the growing burden of dengue and other arboviruses, with a particular focus on interventions targeting the mosquito vector. The Associate will help CHAI’s country team understand current dengue activities within Lao PDR, identify opportunities to assist the government with creating, funding, and executing impactful dengue control strategies, and coordinate efforts to provide operational and strategic support to national dengue programs.

 

The successful candidate will bring a generalist skill set to the team and, while preferred, does not necessarily need prior experience with dengue programs. The Associate will join a diverse and technically strong team of entrepreneurial problem-solvers and will have the opportunity to collaborate with the government’s programs, research institutions, and other stakeholders (including other dengue partners).

 

The Associate must also be able to build and manage effective trust-based relationships, apply critical thinking to identify creative solutions to difficult problems, and have a deep personal commitment to achieving impact. The successful candidate will be hardworking and willing to personally take on any task, while also having demonstrated experience managing large, complex programs and working with senior stakeholders. Responsibilities

CHAI is seeking an Associate with project management experience and extensive analytical skills to provide quality technical support to the Ministry of Health. The Analyst will be based in Vientiane Capital and will interact with key government stakeholders, research institutions, other NGOs / non-profits, donors, and the rest of the local and international community in Lao PDR.

Key responsibilities include the following:

  • Technical Assistance
    • Collaborate with government stakeholders to strengthen dengue prevention and control strategies.
    • Provide technical guidance on vector surveillance, outbreak response, and case management, as well as identify target areas for introducing innovative preventive interventions such as Wolbachia.
    • Support the development and implementation of dengue action plans and policies.
  • Desk Review and Analysis
    • Conduct thorough desk reviews of existing dengue strategy, toolbox, reports, and guidelines related to dengue epidemiology and control.
    • Collect, organize, and analyze data from multiple sources, including government records, WHO-recommended dengue tools, and health information systems.
    • Identify gaps, trends, and opportunities for improving dengue prevention and response programs.
  • Capacity Building
    • Assist in organizing workshops, training sessions, and seminars for government staff and other stakeholders.
    • Develop user-friendly materials, guidelines, and resources to improve knowledge and practices in dengue control.
  • Reporting and Documentation
    • Prepare high-quality reports, presentations, and briefing notes for internal and external stakeholders.
    • Document lessons learned and best practices to inform future dengue control efforts and share lessons learned within CHAI’s teams.
  • Stakeholder Coordination
    • Liaise with government agencies, non-governmental organizations, and other partners to ensure coordinated dengue control efforts.
    • Coordinate meetings and facilitate knowledge sharing between the government program and partner organizations to ensure coordination.
    • Represent the organization in technical meetings and discussions related to dengue management.

Qualifications

  • Bachelor’s Degree and a minimum of 2 years of work experience with increasing levels of responsibility
  • Experience in program management, planning, and strategy development, preferably in the health sector
  • Exceptional problem-solving and analytical capabilities
  • Excellent communication skills, with strong spoken and written English and skill in creating high-quality presentations and written reports
  • Ability to think strategically, anticipate emerging issues, and make decisions with conviction even in an environment with limited structure and high ambiguity
  • Demonstrated ability to build and maintain strong relationships in a multicultural environment, especially with governments and multilateral organizations
  • Ability to manage multiple tasks simultaneously, set priorities, and work well independently and under pressure
  • Entrepreneurial spirit, including the ability to work independently, be self-motivated and take initiative
  • Advanced proficiency in Microsoft Word, Excel, and PowerPoint

Advantages
