Jerusalem Office – UNOPS Project Management and Infrastructure Centre of Excellence
Since the opening of the Jerusalem Office in 2006, UNOPS has significantly strengthened its operations in Palestine. Our expert knowledge, skills and management systems contribute to the sustainable development of public infrastructure in Gaza and the West Bank, including Area C and East Jerusalem.
Under the direct supervision of the Deputy ASU Coordinator, the Local Access and Liaison Officer Assistant – Rotations, provides support to the Humanitarian Rotations Team with the ASU People and performs other duties as needed.
- In order to consolidate and better streamline UN access mechanisms in the occupied Palestinian territory (oPt) in January 2022, under the leadership of the UN DSC/RC/HC, the UN system in oPt embarked on a process of streamlining and enhancing coordination between various UN entities engaged on access issues across the oPt with a view to (i) utilizing all available capacities and increasing efficiency; (ii) ensuring synergies and avoiding fragmentation/ overlapping; and (iii) ensuring coherence of advocacy and maximizing political leverage. As such, in January 2023, a consolidated Access Support Unit (ASU) project combining both access of people (formerly the Access Coordination Unit (ACU) and goods and materials (formerly the Project Management Unit (PMU) implementing the Gaza Reconstruction Mechanism (GRM) was established.
- The CHI Coordination Assistant will be working closely with the ASU Deputy Coordinator and Knowledge Management and Outreach (KMO) Lead under the ASU goods umbrella. S/he reports to both the ASU Coordinator and the ASU KMO Lead. S/he will actively intensify outreach and “client support” to Critical Humanitarian Items (CHIs) system users, s/he will assist in developing the CHIs database, S/he will assist CHIs system users in filling out the preclearance requests, S/he will facilitate tracking data and assist in preparation of generating of mission reports as requested. S/He will support the preparation of the information and analytical reports on CHIs imports.
Specific functions include:
- Review the CHIs preclearance requests and ensure they include all required data and technical specifications for pre-clearance;
- Update the ASU CHIs database regularly by keeping a log of all requests sent for pre-clearance, including submission dates, request statuses, and feedback dates;
- Classify the CHIs into categories and provide analysis for approval status for each category;
- Review the requests for coordinating truck manifests to ensure they are appropriately filled to facilitate the timely entry of trucks;
- Gather data from the CHIs system users to track and document the number of items that have entered Gaza.
- Assist in developing the database and enhancing its features to facilitate tracking data and generating reports as requested;
- Assist in actively intensifying outreach and “client support” to UN Agencies and INGOs using CHIs system, and potential users, including through individual and group training and support on the use of CHIs system;
- Assist in Preparing information and analytical reports on CHIs imports through ASU system on the status of the clearance processes;
- Prepare and maintain project files, detailed documentation, and regular progress updates;
- On the request of Management, participate in clusters’ meetings and present on behalf of ASU
- Support communication and follow up with relevant Parties
Education:
Secondary school is required. A first-level university degree is desirable and can substitute some years of experience, (or equivalent) preferably in data management and communication, business administration, social science, humanitarian affairs, international development, or related fields.
Work Experience:
- 5 years (or less, depending on your academic credentials) working with or within international organizations in the humanitarian, development or logistics context, including demonstrable written and verbal communication skills with diverse groups of stakeholders.
- Direct experience of the implementation of humanitarian projects is an asset.
Languages:
Fluency in both written and verbal English and Arabic is required.

- For retainer contracts, you must complete a few mandatory courses ( they take around 4 hours to complete) in your own time, before providing services to UNOPS.
