Org. Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) is an international agreement between states. It aims to ensure that international trade in specimens of wild animals and plants does not threaten their survival (www.cites.org). The CITES Secretariat is administered by UNEP and is located in Geneva, Switzerland. This post is located in the Outreach and Projects Unit, CITES Secretariat at the Geneva duty station. Under the direct supervision of the Secretary-General of CITES, the incumbent will manage and coordinate the activities of the Outreach and Projects Unit as follows:
Responsibilities
• Manage programmatic/administrative tasks necessary for the functioning of the Unit, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance, interviews of candidates for job openings and evaluation of candidates. • Provide authoritative technical and policy advice to senior managers and Secretariat staff on project proposal development, project and Secretariat mandated activities, project monitoring and implementation. • Oversee the implementation of the CITES ongoing programmes and supervising the Coordinators of the Programmes. • Monitor performance measures, ensuring that projects meet established time and cost parameters and standards of technical quality and preparing and monitoring the budget, work programme, and spending plan of the Unit and, when requested, other Units of the Secretariat. • Work with the CITES Management Authorities and other relevant national authorities on provision of capacity-building related to compliance with the Convention as part of the Secretariat’s Compliance Assistance Programme in collaboration with the Legal Unit. • Work with the Parties directly, including providing support to the CITES permanent bodies’ intersessional working groups, preparation and revision of the documents assigned to the Unit for the 78th meeting of the Standing Committee (SC78) and the 20th meeting of the Conference of the Parties to CITES (CoP20). • Take part in the Secretariat’s logistical preparations for SC78 and CoP20 and carrying out/overseeing implementation of activities assigned to the Unit for the success of these meetings. • Oversee and take part in the provision of capacity building services and management of electronic tools, including the updating of the CITES virtual college and the interactive web-based training and instructional materials for use by CITES Parties and community. • Oversee the development of a communication strategy for the Secretariat, manage the communication activities of the Secretariat, including large events like SC78, CoP20 and World Wildlife Day. • Oversee the administration, design and management of the CITES website, including the establishment of web-based databases, Web 2.0 tools and other communication systems, graphical user interface and information dissemination mechanisms while focusing on the objectives of the CITES Secretariat communications strategy and outreach services. • Oversee the development and implementation of a resource mobilization strategy, carrying out resource mobilization activities for the CITES Secretariat to raise financial resources to facilitate effective implementation of the Convention’s activities. • Undertake donor outreach and exploration of a variety of innovating financing mechanisms to identify those that may be suitable for CITES Parties in their wildlife conservation activities. • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.

Education
An advanced university degree (Master’s degree, or equivalent) in natural science, social science or related fields is required. A first-level university degree in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience
A minimum of ten (10) years of progressively responsible experience in project, programme management and capacity building is required. Proven track record in developing, implementing and monitoring complex technical cooperation projects at global level is required. Experience in implementing country-level or organizational polices, guidelines and standards is required. Experience in coordinating or liaising with Member States, intergovernmental bodies or high-level government officials is desirable. Experience in working with the United Nations system or similar international organizations is desirable. Experience in an international environment is desirable. Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Knowledge of French and Spanish is desirable. Working knowledge of other UN official languages is desirable. NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four areas.

Special Notice
This position is temporarily available for a period of six (6) months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.
