In the Philippines, interventions are currently located in Camarines Norte province (small-scale mining), Surigao del Norte (large-scale mining), Davao Del Norte (banana) and General Santos (tuna). In Indonesia, the sites are located in North Sulawesi and Maluku provinces (fish processing), and East Kalimantan and Riau provinces (palm oil).

The project scope is now being extended to new regions of Indonesia and Philippines for the sectors mentioned above and to the nickel supply chain of Indonesia (with a focus on the central Sulawesi region) requiring the recruitment of a seasoned project manager.

Within the policy and procedural requirements established by the ILO and USDOL the Chief Technical Adviser (CTA) will be responsible for the overall leadership and management of all aspects of the project including its operational, financial, administrative and human resource management, resource mobilization, country and regional operations, the content of training manuals and information materials, and public statements. The incumbent will promote ILO policies in the project related technical areas and other fundamental rights at work.

This recruitment is part of an ongoing cost increase process of an existing grant. Therefore, the ILO will only be able to offer employment to the successful candidate if the ILO receives the additional funds from USDOL.

The CTA will report to the Director of the ILO Country Office for Indonesia and Timor-Leste (CO-Jakarta) and will also receive guidance from the Director of the ILO country Office for the Philippines. He/she will receive technical support from the relevant DWT specialists based in Bangkok, including the OSH specialist, gender specialist and labour inspection specialist, and programmatic and operational support from the Programme and Operations Officer based in the Regional Office for Asia and the Pacific. The manager will also receive guidance from the team lead for Operations in the OSH Branch in charge of Flagship Programme Safety + Health for All.

The CTA will oversee the work of national officers and consultants hired during the course of the project.

Project management:

  • Ensure effective coordination and planning, implementation, monitoring and evaluation of project activities, in conformity with ILO policies and in line with the Safety + Health for All Flagship Programme strategy, and in accordance with ILO programming guidelines and country/action programmes, and administrative and financial procedures.
  • Responsible for the effective management of funds assigned to the project.
  • Manage efficiently the human resources of the project including recruitment, performance and talent management aspects.

Technical leadership and advice:

  • Provide technical support to the project team, consultants and tripartite constituents in Indonesia and the Philippines.
  • Advise and keep management informed on developments in the sectors covered by the project.

Advocacy, networking and partnership:

  • Foster contacts and relations with governments, ministries, the employers’ and workers’ organizations, non-governmental organizations and the US Government, and promote opportunities for collaboration towards planning and implementation of programme activities.
  • Liaise with the other UN agencies counterparts to promote ILO’s values, increase the project’s visibility and facilitate the scaling-up of the project’s interventions. Ensure a more effective coordination with national policies of the two target countries and other development cooperation initiatives.
  • Promote ILO policies in areas of OSH, labour inspection, gender and other fundamental rights at work and the relevant International Labour Standards in collaboration with other technical specialists.

Mobilization of resources:

  • 9.Undertake local resource mobilization activities with the donor community for the development of future activities linked to the project in coordination with the Programme and Operations Officer for Safety + Health for All and the country directors.

Knowledge management:

  • Drive the project communication and visibility strategy, coordinating the work of the communications officer/focal points in the two countries.
  • Lead the analysis of data coming from the Monitoring & Evaluation framework to assess project progress and effectiveness, coordinating the work of the M&E officers.
  • Identify training needs and organize training workshops and meetings for the tripartite partners, NGOs, other agencies, target groups and staff as appropriate to reinforce the professional capabilities.
  • Represent the project at meetings, seminars and evaluations and build and enhance strategic partnerships and sub-regional networks of government policymakers, worker’s and employer’s organizations, UN organizations and civil society organizations.
  • Any other duties requested by the director of the country office for Indonesia and Timor Leste.

Required qualifications:

Education:

  • Advanced university degree (Master’s or equivalent)  in occupational safety and health, engineering, labour administration, economics, social sciences or other relevant field.  First level university degree (Bachelor’s or equivalent) with an additional two years of relevant experience will be accepted in lieu of an advanced university degree.

Experience:

  • At least ten years’ experience in the management of technical cooperation activities,  including at the international level. This includes field experience in a leadership role for the implementation of projects, preferably in the fields of occupational safety and health and compliance with labour laws or environmental sustainability in global supply chains. Proven management experience, preferably with the ILO or a UN agency, with sound knowledge and experience in all aspects of project cycle, i.e. design, implementation, monitoring and evaluation. Proven experience in partnership building and networking. Previous experience in Asia and the pacific is also required.

  • Excellent command of English
