Program Brief
Founded in 1933, International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed, and developing states. In this capacity, we work to restore safety, dignity, and hope to millions who are uprooted, struggling to endure, and wishing to advance on a path of development.
IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since IRC obtained registration in March 2018, it has moved quickly to expand its integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women’s protection and empowerment, sexual and reproductive health, gender-based violence, and child protection. Through 2018, the IRC’s response strategy will primarily target Rohingya refugees in Cox’s Bazar, while meeting the significant needs of both refugee and host populations, as already existing vulnerabilities are compounded with cyclical monsoon and cyclone seasons that impose additional threats to the lives and protection of those refugees as well as vulnerable host populations. IRC is growing its programming to cover education and livelihoods/DRR, as well as its geographic footprint in the host community and in other parts of the country.
Purpose of the Role
The position will establish and enhance the “Strengthening Child Rights Monitoring Mechanism (CRMM)” project across 15 camps in Ukhiya and Teknaf upazilas of Cox’s Bazar district. The Child Protection Manager – MIS & Reporting will strengthen the case identification process, ensuring cases are properly verified, documented, and reported in alignment with project requirements. Additionally, the manager will ensure the seamless implementation of Child Rights Monitoring Mechanism interventions across project locations, focusing on data collection, evidence generation, data preservation, analysis, and the preparation of periodic reports.
Position Objectives:
  • Oversee and ensure the effective implementation of the “Strengthening Child Rights Monitoring Mechanism (CRMM)” project interventions in accordance with IRC guidelines, work plans, and project timelines.
  • Develop and enhance the process for identifying cases of child rights violations, ensuring incidents are verified, documented, reported appropriately, and that timely support is provided through direct services or referrals.
  • Analyze critical child rights violence cases while consistently monitoring field situations to address child rights issues, conducting impact analyses, and reporting findings. Facilitate capacity building for project staff, frontline workers, and various stakeholders, while promoting awareness of child rights in the designated working areas.
Key functions, accountabilities, and related duties/tasks:
Information management:
  • Maintain a database and dashboard to track core performance indicators for “Strengthening Child Rights Monitoring Mechanism (CRMM)” and analyze trends and provide detailed feedback to the CP coordinator.
  • Provide quality assurance of situational and periodic performance reports Provide data analysis on survey data and other data received. Use this data to support the preparation of regular reports, including donor proposals, periodic performance reports and programme analysis as needed.
  • Provide technical support to the strengthening of Child Protection routine information management systems within the IRC.
  • Provide technical guidance on information and knowledge management systems to promote the use of evidence to inform policy and decision-making.
Capacity building:
  • The Child protection manager-MIS & reporting is expected to build the capacity of the child protection field level staff to collect, clean, analyze and use data for evidence- informed programming.
  • Support the child protection teams in the analysis of data and information and perform data quality and consistency control, ensuring harmonization of humanitarian performance monitoring with the CRMM programme.
  • Develop and implement capacity building plans around data and information management, monitoring, and innovative, creative, and effective ways of data gathering, analysis, and visualization for IRC child protection staff.
Support assessments and monitoring, including the development of tools for data collection and processing:
  • Support assessments and monitoring, including the development of tools for data collection and data entry, review, and support procedures for regular CRMM intervention and provide capacity building on quality data collection that is in line with IRC’s core principles to the child protection programming.
  • Regularly participate in the implementation of monitoring missions as required, gathering information to be included in reports.
Knowledge management and document archiving:
  • Maintain an archive electronically of useful tools, information, studies, publications, etc.
  • Provide technical support to the documentation of lessons learned from Child Protection programme interventions in the field.
Key Responsibilities on programmatic oversight:
  • Provide technical and managerial oversight to the child rights violence monitoring program in the Rohingya camps of Teknaf and Ukhiya, ensuring that interventions are contextually appropriate, meet client needs, and adhere to IRC’s guidelines and standards.
  • Work closely with senior protection coordinators, child protection coordinators, and field teams to ensure that child rights violence incidents are addressed promptly through timely case verification, accurate reporting, and appropriate documentation
  • Oversee the implementation of the “Strengthening Child Rights Monitoring Mechanism (CRMM)” project. Ensure that interventions on the ground are conducted in compliance with IRC’s guidelines, and coordinate with logistics, finance, and grant teams to ensure timely and compliant program activities.
  • Actively develop and maintain relationships with donors, government actors, UN agencies, and NGOs. Participate in meetings, workshops, and training to continuously enhance the child rights monitoring program.
  • Contribute to shaping the strategic direction of the child protection program, ensuring responses for children at risk are integrated into IRC’s broader humanitarian response. Assist in developing proposals and program designs, ensuring technical standards are incorporated.
  • Continuously monitor the safety and security of field teams, addressing any concerns and liaising with community leaders and external parties to ensure a safe working environment for IRC staff.
  • Other duties as assigned by the supervisor to enable and develop IRC programs.

Minimum Qualifications:

Experience and Competencies: Knowledge, Skills & Abilities
  • Minimum 5 years of experience in implementing child protection or protection programs, with a preference for backgrounds in social work, data management, MIS, and reporting in humanitarian or development contexts.
  • Strong knowledge of child rights violence monitoring and protection monitoring tools, techniques, and best practices.
  • Advanced proficiency in Microsoft Excel, with expertise Power Query, DAX, and other advanced functions.
  • Proven ability to design and generate reports and visualizations using Power BI, Tableau, or other data visualization tools.
  • Skilled in preparing data-driven charts, graphs, and visual aids to support program reporting and decision-making.
  • Solid understanding of case management systems and experience with data management tools relevant to child protection programs.
  • Excellent interpersonal and communication skills, with the ability to work effectively with diverse teams and build capacity among partners and stakeholders.
  • Previous experience supervising and managing teams in a cross-cultural, humanitarian setting.
  • Demonstrated expertise in working with vulnerable children and a deep understanding of child protection issues.
  • Proven experience in capacity building and mentoring staff to enhance program implementation.
  • Ability to apply technical skills and knowledge across multiple capacities, including direct implementation, advisory roles, coordination, training, and technical knowledge transfer.
  • Personal attributes: Team player, adaptable, effective network builder, and able to perform well under pressure.
  • Fluency in English and Bangla is required, proficiency in Chittagong is desirable.
  • Knowledge of the Cox’s Bazar context and the Rohingya humanitarian response is highly advantageous.
Educational Qualification
  • Bachelor’s or Master’s degree in Statistics, Mathematics, Computer Science, or a related field with relevant experience in data management.
