BACKGROUND

Purpose of Activity/Assignment:

To support the design, dissemination and roll out of global public goods related to nutrition administrative data including the DHIS2

Nutrition packages and related guidance on nutrition information systems.  Coordinate global stakeholder groups and multiple partners to co-create DHIS2 individual tracker and liaise with University of Oslo on software development.

Scope of Work:

Use of routine monitoring systems for the collection, analysis and use of nutrition data to make decisions that improve maternal and child nutrition is increasing momentum over the past several years. UNICEF has contributed by developing several global public goods including the first ever Nutrition Aggregate Package for DHIS2.

The deliverables in this Terms of Reference will support UNICEF in the dissemination and roll out of the Nutrition Aggregate Package for DHIS2 and NIS technical notes as well as follow-up work related to pilot-testing and proposing data elements for key topics for the DHIS2 Nutrition Individual Tracker Package through coordination of multiple global stakeholder groups; implementation and mapping of a dissemination strategy, adaptation guide, training materials, organization of trainings and coordination of technical support and capacity building activities for the DHIS2 Nutrition Aggregate Package.

Terms of Reference / Deliverables

In close collaboration and working with the Unit Chief, Nutrition Data and staff in the Data &Analytics Nutrition Team and the Nutrition and Child Development Programme and global partners, the incumbent is responsible for finalizing, disseminating, and coordinating development of guidance related to the DHIS2 Nutrition Module as follows:

Deliverable 1: Global stakeholder meetings to reconvene the stakeholder groups. This deliverable will involve holding our first series of global stakeholder meetings to map the way forward for the next year.

Deliverables/Outputs:

  • PPT presentations and meeting notes for 5-6 global stakeholder groups.
  • Consolidated document with all comments on the administrative data guide.
  • Summary report of DHIS2 pilot topics.

Delivery deadline: October 31, 2024

Deliverable 2: Finalizing standard materials to support trainings and roll out of DHIS2.  Some materials will be developed in collaboration with UiO and others will be developed in collaboration with technical staff and partners.

Deliverables/Outputs:

  • NUT  DEMO version .
  • Input and quality assurance of training materials produced with UiO for two audiences: 1)programmers; 2) nutrition technical staff
  • Content to update the UNICEF website
  • Adaptation guide to implement the DHIS2 nutrition module

Delivery deadline: 31 December 2024

Deliverable 3: Co-organization of workshops/trainings. This includes two webinars targeting  HiSP and nutrition programme experts, two regional workshops with other partners; and contributions to any other workshops/training/dissemination event opportunities

Deliverables/Outputs:

  • 1 webinar for HiSP DHIS2 experts.
  • 1 webinar for nutrition technical managers.
  • DHIS2 content and support to organizing 2 regional workshops with country governments.

Delivery deadline: June 30, 2025

Deliverable 4: Mapping and country support coordination. This includes liaising with regional and country offices on current status of nutrition administrative data, DHIS2 implementation and support.

Deliverables/Outputs:

  • Three updates of mapping exercise completed with online updates continuously available.

Delivery deadline: Dec 31, 2025

Deliverable 5: DHIS2 Nutrition Individual Tracker: Draft Guide. Coordinating review and discussions with global stakeholder groups, developing background materials and documenting the process and discussions

Deliverables/Outputs:

  • Meeting notes from all technical discussions and stakeholder meetings.
  • Report with proposals, discussions, and rationale for final guidance

Delivery deadline: Dec 20, 2025

Deliverable 6:   DHIS2 Nutrition Individual Tracker: Draft Guide. Liaise with pilot implementation to document evidence, draft guidance

 Deliverables/Outputs:

  • Final draft guidance of individual data elements based on contributions.
  • Development of agreement with UiO to program new guidance

Delivery deadline: Dec 1, 2025

  1. Regional workshop, Eastern and Southern Africa region – 3-4 days
  2. Regional workshop, Western and Central Africa region –  3-4 days

Qualifications

 Education

  • Master’s  degree related to at least one of the following disciplines: Nutrition, Epidemiology, Public Health, Monitoring and Evaluation, Health Information Systems, Data Science, or a relevant field.
  • The individual should be highly proficient in a range of PC/web applications, including but not limited to: MS Word, MS Excel, MS PowerPoint, MS Outlook.

Work experience

  • At least 8 years of professional work experience related to nutrition programming, monitoring and administrative data for nutrition or related technical fields;
  • Previous experience in the development of guidance and training materials related to monitoring would be an asset;
  • Experience working with and consulting country counterparts including national governments;
  • Previous experience in delivering presentations and training to country counterparts would be an asset;
  • Experience coordinating multiple partners

 Competencies

  • Ability to take initiative and work independently;
  • Excellent communication and writing skills;
  • Fluency in English is required. Knowledge of one other UN working language an advantage.
  • Strong organizational, planning, and analytical skills

  • Financial proposal that will include:
  • the costs per each deliverable and the total all-inclusive (lump-sum) fees for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Health Insurance:

The Consultant is fully responsible for arranging at their own expense, such as life, health, and other forms of insurance covering the term of the Contract as he or she considers appropriate.  The Consultant is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
