Terms of Reference (ToR)

Concern Worldwide is an international non-governmental humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries

Background and context

Concern Worldwide and local partners the Rural Agency for Community Development and Assistance (RACIDA) in Kenya, Pastoralist Concern in Ethiopia, and Lifeline Gedo in Somalia are implementing the Haanaano Programme with funding from Irish Aid (Dec 2023 – December 2026). The programme integrates livelihoods, WASH, natural resource management, social and behaviour change, and gender equality and conflict sensitivity approaches to reduce the prevalence of child wasting in the Mandera Triangle. The Mandera Triangle lies at the intersection of Kenya, Somalia, and Ethiopia.

The programme aims to prevent child wasting in the most vulnerable communities by:

1) Improving feeding and caring behaviours for infants, young children, adolescents and women of reproductive age;

2) Improving food security and supporting engagement in profitable, climate resilient livelihood strategies; and

3) Informing and influencing relevant country and regional strategies to prevent wasting by demonstrating evidence of what works, particularly at community level.

This programme is a high profile investment from Irish Aid and therefore, from the outset, we need to have strong and high quality visibility materials including high quality images and profiles of the communities we are working with.

Purpose of the Consultancy

The purpose of this consultancy is to provide high quality images and videos of the programme communication through high-resolution, professional photographs that focus on the livelihoods profiles/regional aerial contexts, households, specifically mothers with children aged 0-5, and their livelihood strategies.

Objectives and Specific Tasks to be undertaken by the Consultant(s)

  • Day 1-6 (Kenya): Capture images of:

    • Aerial context, rivers and farms, and markets
    • Three types of households: pastoral, agro-pastoral, and riverine
    • Focus on Mothers with children (0-5 years old)
    • Dwellings, WASH facilities, and the surroundings of the household, including kitchen and any gardens etc.
    • Mother to Mother Group
    • Village Savings Loans Group
    • NRM Group
    • Livelihoods (farming images, land and livestock)
  • Day 6-8 (Ethiopia): Visit one village, capturing the same thematic areas as in Kenya.
  • Day 8-10 (Somalia): Visit one village, capturing the same thematic areas as in Kenya and Ethiopia.
  • Day 11-12 (Kenya): Following initial review by PMU coordinator, Communications Officer, Programme teams of images captured so far, a final day spent in Kenya/Mandera to capture any gaps

Outputs

The consultant will deliver High Quality Images and raw and edited video clips.

    • Organized folders of high-quality images, sorted by thematic areas:
      • Nutrition
      • WASH
      • Agriculture
    • All images and videos should be delivered in both high-resolution and web-optimized formats.
    • All content must include metadata with the full names of participants, their locations, and children’s names.
    • Signed consent forms for all participants.

    • Organized folders of high-quality images, sorted by thematic areas:
      • Nutrition

      • Agriculture

Financial Proposal

Concern Worldwide will make payment after satisfactory delivery of agreed outputs and outcomes subject to withholding tax. Concern and Consultant will agree on a detailed payment schedule during the consultancy’s inception period.

Lines of Communication

Reports to Communications Officer with sample images for feedback on Day 1 to ensure quality.

Timeframe

The consultancy will take a maximum of 12 days during the period between 16th October and 29th October 2024.

Essential and Desirable Experience/Qualifications

  • Proven experience in professional photography, particularly in development programs and livelihood activities, with a strong portfolio capturing high-quality images in challenging environments.
    • Camera Specs: Full-frame DSLR or mirrorless (e.g., Canon EOS R5, Sony A7R IV) with a wide-angle lens (16-35mm), telephoto lens (70-200mm), and prime lens (50mm f/1.8).
  • Ability to work and travel freely in the Mandera context, with prior experience working in the Mandera Triangle and familiarity with local challenges.
  • Fluent in Somali and knowledgeable of the complex cultural, social, and geographic dynamics of the region.
  • Experience in capturing drone footage in the region, with a proven ability to handle aerial shots effectively.
    • Drone Specs: DJI Mavic 3 or DJI Air 2S, with 4K resolution, obstacle avoidance, and extended flight time capabilities.
  • Ability to work independently, adapt to tough conditions, and manage equipment in remote and extreme environments.

  8. Safeguarding Policy, Code of Conduct etc. or what are the necessary provisions have you put in place to keep everyone safe in the course of your engagement.
  9. Attach copy of Certificate of Good Conduct or proof that you have applied for the same
  10. A detailed work plan with milestones
  11. Confirm the gender ratio for the team that you will be engaging in this exercise
  12. Technical proposal
  13. Financial proposal (should be presented in Kenya Shillings with 16% VAT captured; non-Kenyans should capture 16% reverse VAT and 20% withholding tax)
  14. Evidence of previous related works in Mandera
  15. Work plan (Gantt chart) showing specific milestone
