Qualifications

Purpose of consultancy

To conduct data management, epidemiological analysis, and information dissemination in response to emergencies.

Background

The Public Health Intelligence and Emergency Information Dissemination Unit is responsible for identifying new public health events, assessing risks to public health and communicating public health information to technical partners and stakeholders.

Deliverables

  • Output 1:
    • Supporting the development of standard operating procedures and process development for PHI routine activities.
  • Output 2:
    • Coordinating the production of the Weekly Senior Leadership Report through collating and reviewing AEM and IMST updates.
    • Preparing and disseminating situational updates as required, using standard tools and templates.
  • Output 3:
    • Contacting and working with other departments and regional offices to draft and publish the ‘Disease Outbreak News’ on the external WHO website.
  • Output 4:
    • Supporting Event-Based Surveillance by detecting potential signals/events using the Epidemic Intelligence from Open Sources (EIOS) system.

Qualifications, experience, skills and languages

Educational Qualifications

Essential:

  • First university degree in epidemiology, demography, statistics, health sciences, medicine/veterinary sciences or a related discipline that includes quantitative methods.

  • Advanced degree in health-related field.

Experience

Essential:

  • Two to five years relevant experience at national and international levels in information management, outbreak investigation and response, quantitative methods, surveillance or epidemiology, and preparation and publication of scientific documentation and public communications.

Skills/Knowledge:

  • Ability to produce engaging and scientifically accurate communication materials.
  • Ability to synthesize information in a clear and concise manner.
  • Ability to understand technical issues in the field of public health as well as knowledge of epidemiology, quantitative methods, and surveillance in the area of emerging/re-emerging diseases.
  • Ability to work in a multi-disciplinary and cross-cutting environment.
  • Excellent organizational skills combined with ability to multi-task and produce accurate results under pressure.
  • Excellent interpersonal skills, diplomacy, tact and discretion, sound judgment and initiative.
  • Ability to work under pressure and to clearly articulate and present concepts and procedures to a broad range of audiences.
  • Knowledge of public health sector and issues.

Languages and level required (Basic/Intermediate/Expert):

Essential:

  • Expert knowledge of English.

Desirable:

  • Intermediate knowledge of French

Remuneration and budget (travel costs are excluded)

Remuneration:

Band level A: USD 3,955 – 6,980 per month

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

Expected duration of contract (Maximum contract duration is 11 months per calendar year):

6 months

  • Please note that WHO’s contracts are conditional on members of the workforce confirming that they are vaccinated as required by WHO before undertaking a WHO assignment, except where a medical condition does not allow such vaccination, as certified by the WHO Staff Health and Wellbeing Services (SHW).
