INTRODUCTION

Nurani Perdamaian Indonesia (NPID) is a humanitarian organization, established on March 01, 2023. With legality certification by the Indonesian Ministry of Law and Human Rights through AHU Number -0003058.AH.01.07.TAHUN 2023. Our organization is affiliated with the Nonviolent Peaceforce organization and operates as a branch representative of the Nonviolent Peaceforce for Indonesia. Nonviolence Peaceforce (NP) is a nonpartisan international organization globally recognized for its Unarmed Civilian Protection (UCP) strategies in preventing violence, increasing the safety and security of civilians, and strengthening local peace infrastructures across its programme locations.

NPID has been present in Indonesia since November 2022 through collaboration with local partners in Aceh, Indonesia. Since November 2022, NPID has been implementing the SPEAR Project or Sustaining the gains of peace, and equal rights for women and attaining reconciliation in Aceh with funding support from The Netherlands Embassy. SPEAR Project is NP’s strategic approach to complement the Acehnese civil society effort to support the rehabilitation and reparation of conflict-affected victims in Aceh. SPEAR project implementation covers 17 Districts all over Aceh Province. Currently, the SPEAR Project is approaching the end of the project implementation timeline in December 2024, as part of project evaluation and implementation accountability, henceforward, a endline study is needed to analyse and evaluate the achievement and impact of post SPEAR Project implementation.

OBJECTIVES AND RESULT STATEMENTS

The endline study is designed to collect quantitative and qualitative data for measuring the target indicators to be measured against the baseline. The objective of this endline study is the data collection for the set of indicators outlined in the project logical framework and determine and validate the benchmarks in the approved indicators.[1]

INTENDED USERS

The study findings will be shared with and used by relevant stakeholders, including local and international NGOs, local government units, government line agencies, private sector, staff of Nonviolent Peaceforce, and the donor to inform their current and future similar programming

METHODOLOGY

The selected consultant is expected to come up with and utilize methodologies aligned with the key indicators of the project results framework.

The methodology will be developed by the consultant including the relevant tools and presentations in the inception report. In general, the methodology will involve the collection of data from the same 457 beneficiaries interviewed for the baseline study in 17 districts all over Aceh Province are the target samples in the endline. The listing of the participants was among the documents submitted by the consultants after the baseline. The consultants are hoping to reach at least 410 of the 457 beneficiaries for the endline survey.

The sampling should include a purposely-targeted representation of key actors and stakeholders targeted by the project. The framework should include appropriate analysis tools and approaches including different methods for triangulating the data. Factors like resource availability, needs and time constraints, and existing secondary data must be also considered in identifying the best possible approaches in collecting the needed information.

The data collection should include the use of various approaches to gain a deeper understanding of the outcomes and outputs of the project including:

  • Desk review of background documents (project document, project monitoring data, progress report, activity reports, etc).
  • Endline study survey at project implementation sites
  • Key informant interviews (e.g. with NP project staff members, i.e. Program Development Manager, Project coordinator, team leaders and key community members/beneficiaries, local partner, and CSOs) to gather substantial anecdotal evidence on the effectiveness, efficiency, relevance and timeliness of the project activities implementation and delivery
  • Focus group discussions (e.g. with stakeholders, community members, and local government unit representatives, The FGD will serve as input for the narrative anecdotal evidence.
  • Evaluation tools, methodology and findings should be reviewed and validated by NP staff, CSO partner and approved by the Head of Program.
  • NP will provide the beneficiary survey summary (tabulated) data and Excel database.
  • Develop a study brief summarizing the results.

EXPECTED DELIVERABLES AND TIMELINE

The consultant’s engagement shall be 30 days for a period of 1 month (Nov 1-30, 2024). The activities with corresponding deliverables or outputs are the following:

  1. The study workplan will include the proposed study approach, framework of analysis, Key Evaluation Questions matrix, sampling approach and methods, data collection tools, validation (data quality assurance), data analysis plan showing how each question will be analyzed from the data collected, roles and responsibilities, timeline with detailed calendar of key activities and milestones and associated levels of effort . The Key Study Questions matrix should identify more detailed areas of focus for each question, aspects to consider within each focus area, and methods for investigation.
  2. Draft report following the agreed outline/format plus the PowerPoint presentation material
  3. Final report and PowerPoint presentation material, including supporting documentation (interview documentation and photos)
  4. The consultant will ensure that the following gender considerations are integrated in conducting the assignment:
    • The entire process will take into consideration key gender issues for each area of focus.
      Set gender equality protocols for the data collection, ensure all tools and data collection techniques are sex-disaggregated

Collect data using good gender equality practices. Note that data sets must be sex-disaggregated and collect information from women and men as separate individuals or groups

FINANCIAL PROPOSAL

The financial proposal should list itemized details of costs associated with the study expressed in Indonesian Rupiah (IDR). It should comprise consultancy costs like professional fees, cost for enumerators, travel and transport costs, stationery and other administrative costs. All costs should remain valid up to sixty days (60) from the day of proposal submission.

ROLES AND RESPONSIBILITIES OF THE CONSULTANT

In close cooperation with the programme’s unit particularly the Project Coordinator, the successful consultants will:

  • Design a precise timeline to plan, to capture information, analyze results and complete the Baseline report;
  • Adapt the baseline survey instruments to measure changes over the course of the project.
  • Conduct a comparative analysis between baseline and endline data to identify trends and shifts.
  • Engage with the same stakeholders involved in the baseline study for consistency and comparability.
  • Design endline survey chart to present the findings;
  • Formulate research questions based on log frame indicators
  • Present the planning of the survey through an in-person or virtual workshop for project staff
  • Consolidate survey results after the actual survey conducted by NP for data analysis.
  • Amend survey chart and research questions as by inputs from the workshop;
  • Implement the endline study, capturing feedback on project impact and changes in perceptions, attitudes, and trust levels.
  • Summarize findings in the survey chart and in an analytical narrative part;
  • Present the draft report to the project staff;
  • Incorporate comments from the project staff for the final report.
  • Submit final endline study.

DRAFT AND FINAL REPORT

Draft and final report should be submitted according to the schedule.

The final report must not exceed 70 pages (excluding all annexes) in MS Word and use standard page set-up, margin, fonts, and line spacing.

The report should consist of:

  • Cover Page (include a title that conveys the name of the project, location, implementation period, as well as the main impact or key finding of the report as a sub-title)
  • Table of Contents: List of Acronyms Acknowledgements
  • Executive Summary in bullets (no more than pages in length and is formatted so that it can be printed as a standalone document about the evaluation)
  • Introduction (including the following sub-sections: Purpose and Evaluation Objectives, and Evaluation Questions)
  • Methodology and Design Findings (achievement of outcomes and outputs) and Analysis (including what the project did to achieve the outcomes)
  • Good Practices (These are highlights of the most effective, relevant, and scalable approaches and tools.)
  • Limitations and Challenges Lessons Learned (These should be short, actionable, and the most important aspects of what the program/analysis found. They need to be relevant and new for people outside of the direct program.)
  • Conclusion Recommendations Annexes

The final report should be submitted on 30th November 2024 after commented by the project staff both in hard and electronic copies. The consultant should note that, the final end-line report structure should be consulted and approve by Nurani Perdamaian Indonesia beforehand.

CONSULTANCY TIMEFRAME

The duration of consultancy will run for approximately 1-month period starting November 1 – November 30, 2024, with the report ready for publication by 1st week of December 2024.

COPYRIGHT AND OWNERSHIP OF THE STUDY

Any and all documents produced under this consultancy shall be the sole property of Nurani Perdamaian Indonesia (NPID) and may be used for any purpose whatsoever without the need to consult with the author.

PROFESSIONAL FEE AND MODE OF PAYMENT

The professional fee will be inclusive of tax and the payment will be done according to the following arrangement:

Instalments: 1st instalment

Amount: 50% of the total amount

Timeframe: Upon approval of study design, research tools, and study work plan

Instalments: 2nd instalment

Amount: 30% of the total amount

Timeframe: After submission of draft version study report

Instalments: 3rd instalment

Amount: 20% of the total amount

Timeframe: After completion of final study report

The payments will be made in A/C payee cheques in the name of the consultant/company.

CONSULTANT PROFILE AND QUALIFICATIONS

The lead consultant shall have the following qualifications:

  • Preferably with a master’s degree in a relevant field in the area of planning, public policy, peace and development studies or equivalent;
  • At least 5-8 years of progressively responsible expertise in development research, evaluation of developmental programmes, and project management, gender-transformative preferably in areas related to peace and conflict humanitarian work;
  • Proven ability to write quality reports and expertise in carrying out large scale qualitative and quantitative studies;
  • Familiarity with different methodologies for evaluation and review, including quantitative and qualitative data collection and participatory approaches;
  • Demonstrated ability to construct and use sex-disaggregated data collection tools and to present data in reports in a consistent and through sex-disaggregated and gender-sensitive manner.
  • Must be result-oriented, a team player, exhibiting high levels of enthusiasm, tact, diplomacy and integrity.
